I'm unsure about Russian Oil being the only driving factor behind the decrease but anyways, it is important to highlight that despite the purchases India is still mostly buying oil from the Middle and other countries, reason being is that India lacks the refinery capacity to refine Russian oil, likewise with Pakistan. I don't know what the statistics are for Pakistan in terms of refining capability of Russian oil but I imagine it being lower than even India given our purchasing history.
According to the graphs on BBC, the recent purchases would still make it less than 20% of the total oil their purchase.
Russian oil is on average higher in sulfur content, hence why.

Most likely this is being spun out of context for political point scoring.
