What's new

Delhi has the right to generate hydroelectricity ,In a first India has called on Pakistan to enter intergovernmental negotiations within 90days

Are we forgetting their genocidal remarks regarding Indian Muslims? The BJP Hindutva government?
I would not bet on your assumption
Quite rich coming from a guy who supports the genocide of Hindus in Bangladesh and Pakistan. You better worry about the grave human right violations occurring in Balochistan, Khyber Pakhtunkhwa, Sindh and Gilgit-Baltistan

No. I am not forgetting Kashmir. No Pakistani ever does. But I don't think the BJP Hindutva govt represents all, or even the majority of a country of 1.4 billion people. There is definitely a peace community in India--more than in Israel viz a viz the Palestinians. Less than two decades ago India and Pakistan were on the brink of some kind of 'settlement' on Kashmir. So I don't see majority of Indians as genocidal. Actually, now I see Europeans as much more bloody and war-mongering and I think the peace since 1945 in Europe is more like an anomaly than normal. And it is already being shattered as we can see in the war between Russia and Ukraine: Europe is back in business of engaging in yet another bloody war which could lead to WW 3.
Those in the power corridors - are the BJP Hindutvas - at a national level that's all that really matters

Perhaps in the past you would have been correct but India today is a fascist nation which thrives on hate - I would not rely on them for anything related to peace

Quite rich coming from a guy who supports the genocides of Hindus in Bangladesh and Pakistan. You better worry about the human right violations in Balochistan, Khyber Pakhtunkhwa, Sindh and Gilgit-Baltistan
This is a fantasy which exists exclusively in Bollywood

Too much Bollywood media

They have come to power not too long back.

What did congress achieve for you in the lost decades before that?

It is not only about who is in power in India, but also about who was in power in Paksiatn. Your establishment has never wanted and allowed any peace initiative to go though fully. Whenever there was a possibility, they carried out an operation to derail it for few decades.

The Chinese threatened to dry India into a desert the last time 52 inch and his minions piped up, this time it won’t be different.
They’re a lower riparian state themselves with China having full control over their river Sultaj, controlling major tributaries feeding the Ganges and the Brahmaputra. The monsoon rains now are erratic so they can’t rely on that either. Their population density is crazy and the slightest impact on water sources will send them into a spiral
The 2,000 MW Lower Subansiri project in India will be finished in the middle of this year. In addition to producing power, several hydroelectric projects is going to help us in reducing the water scarcity for up to a year in the event of a Chinese diversion and manage flooding in the event that China releases exceptionally high levels. Indian govt have started executing the largest hydropower project, worth 11,000 megawatts (MW), in Upper Subansiri. The north-eastern hydroelectric projects are underway and it is one of those strategic moves which will help us to counter the potential effects of Chinese flow diversion through the dams China is building

I think Indian leadership is going to make an epic historic mistake to not seize the moment to make peace along the lines of Musharraf-Manmohan Dialogues of mid 2000s. The olive branch has been extended from Pakistan. I don't think Indians should count on Pakistan to go down on its knees. The will of independence from India is extremely strong in Pakistan to allow Pakistan to be an India dependent like some other countries, whose names I will omit here so to not to offend them. Also, Even in the worst case scenario, a broken up Pakistan would be a nightmare for India--and the world.
Indians are by nature mercantile and practical. They should look at the business potentials and not through the distorted historic angle. Again, it would be a big mistake to assume that Pakistan is going to be on its knees. Indians should think like what Germany and France did a few years after WW 2: Rising tide raises all. Otherwise, if and when Pakistanis decide to eat the proverbial grass and face the challenges then Pakistan certainly has enough human and natural resources to rise again. It is not a Sri Lanka or Greece dependent on tourism. There is enough resources and will power to rise again.
The ball is in India's court.

India ain’t going to do $hit
Pakistan is concerned that India’s planned hydropower dams will cut flows on the river, which feeds 80 per cent of its irrigated agriculture

You will find that all your assumptions about India and about pakistan is wrong.

India knows pakistan in no uncertain terms. So we will continue to put pressure. To break or bend will be totally up to you.

Either way, we are ready for it. So if the ball is in our court, we are keeping the ball.

Yes. Pakistan is near broke and almost in default. Such countries, especially with nukes, are the most dangerous countries in the world.
But this is a 'defense' forum where hyperbole is rampant and I don't think Indians are stupid enough to choke Pakistan's water supply. And honestly a part of me thinks Indians are not cruel enough for such a course of action: Geopolitics aside, the people of the Subcontinent have yet not sunk to the lows of the Europeans in cruelty in subjugation and warfare--yet! There is still hope--at least in my heart.
The nature of the change sought is technical in nature. It is the inherent ignorance on display by posters indulging in jingoism on this thread.

Breaking International treaties arbitrarily has an immensely negative implications. No one wants to sign a treaty with a known oath breaker. No government (with perhaps the US as an exception) has the economic and political clout to do so and remain unscathed.

For the dispute regarding the dam built on Indian side, the current situation is unique and out of the bounds defined by the treaty creating an unknown variance. Hence the need to redefine the terms with all parties. How that has translated to one side breaking the provisions is the work of an overly imaginative mind. Keyboard warriors have no concept of how diplomacy and international relations work.

Theres no denying politics plays a primary role but IWT has withstood four wars between us, the Govt. Of Pakistan is a equal partner in the treaty, it cannot be amended without the concurrence of both parties.

WRONG.

Under international law, India can unilaterally suspend the Indus Waters Treaty (IWT) by citing Pakistan's cross-border terrorism as constituting a "fundamental change of circumstances” undermining the balance of obligations and the essential basis of its original consent to IWT.

Instead, India has merely sent an IWT-modification notice in response to Pakistan's abuse of the treaty's dispute-settlement provisions. Such abuse, aided by an openly partisan World Bank, has sought to block India from generating hydropower for its energy-poor Jammu and Kashmir.

IWT, which has kept for upstream India just 19.48% of the basin waters, remains the world's most generous water-sharing pact. Not content with getting the lion's share of the waters, Pakistan has repeatedly sought international intercession by mounting a water war against India.

Let their FM who abused Modi, beg, plead and negotiate with "butcher Modi". Nothing will be more satisfying.

Our charge of terrorism is subjective, its acceptance by other world powers a function of their own interests.

The primary difficulty in unilaterally suspending the treaty is while remaining within the conflict resolution provisions defined by the treaty. To do so otherwise would be percieved as a breach in contract. Nation states with a largese of economic and Global political clout can spend political capital to buffer themselves from any negative consequences.

Do we have such a largese and are we willing to spend it on this particular issue?

LOL. "acceptance by other world power" ?

Why do we need their acceptance or approval ? Our internal and bilateral matters are our own. Not for others to comment or interfere.

LOL again at your "nehruvian" view of the world. The world is a jungle and its a dog eat dog world out there.

No one gives a shit about anyone else except themselves. So kindly grow up an spare us this nonsense.

India has sent a notice to Pakistan calling for an amendment of the Indus Waters Treaty even as the dispute resolution mechanism of the treaty remains in a logjam for 5 years. This is for the first time New Delhi has called on Islamabad for the amendment of the treaty that was signed in 1960 in Karachi between the then-Indian PM Jawaharlal Nehru and then-Pakistani president Ayub Khan.

Sources told WION, "India has issued notice to Pakistan for modification of the Indus Waters Treaty (IWT) of September 1960. This is as per Article XII (3) of IWT...Pakistani intransigence on the Indus Waters Treaty forced India to issue a notice of modification to the Treaty."
Under the notice, India has called on Pakistan to enter into intergovernmental negotiations within 90 days to "rectify the material breach" of the treaty and also "update the treaty to incorporate the lessons learned over the last 62 years", sources explained.

Under the Indus water treaty of 1960, the waters of 3 Eastern Rivers - Sutlej, Beas, and Ravi are allocated to India for unrestricted use while the waters of 3 Western rivers - Indus, Jhelum, and Chenab go to Pakistan. Additionally, New Delhi has the right to generate hydroelectricity through the run of the river projects on the 3 Western rivers, subject to specific criteria for design. Pakistan can under the treaty raise technical objections to the design of Indian hydroelectric projects on Western rivers.

One of the key issues has been dispute resolution mechanisms that have led to India issuing the notice. For example, in 2015, Pakistan requested the appointment of a Neutral Expert to examine its technical objections to India’s Kishenganga and Ratle Hydro Electric Projects (HEPs).
The following year, that is 2016, Pakistan unilaterally retracted from the "neutral expert" mechanism and proposed that a "Court of Arbitration" decide on its objections. Meanwhile, India made a separate request for the matter to be referred to a Neutral Expert. The initiation of two simultaneous processes on the same issue essentially creates a legal issue.

Sources pointed out, "at Pakistan’s continuing insistence, the World Bank has recently initiated actions on both the Neutral Expert and Court of Arbitration processes. Such parallel consideration of the same issues is not covered under any provision" of the treaty, adding, " faced with such violation of the treaty provisions, India has been compelled to issue a notice of modification". In 2016, World Bank took a decision to “pause” the initiation of two parallel processes and request India and Pakistan to seek an amicable way out.
Despite repeated efforts by India to find a mutually agreeable way forward, Pakistan refused to discuss the issue during the five meetings of the Permanent Indus Commission from 2017 to 2022. The last Indus water talks took place in Delhi between India's Indus water commissioner AK Pal and Pakistani counterpart Mehr Ali Shah. The next meeting of the Indus water commission will take place in Pakistan.

We have other important things to look at like how to keep Imran Khan out of the election and make sure the current imported regime continues. India can take whatever action necessary, dont disturb us.

India is using water as a weapon. The unilateral actions of India in disputed Kashmir territory have further muddied the water and laid bare the nefarious Indian agenda.

Yeah but your army and civilian rulers don't care.
