The IAF is going to receive the Rafael this September, but the pilots will undergo training after that until MAY next year and will then be allowed to fly it.

AND The most important it says

Its serious threat for Pakistan, its one of the best 4.5th gen jet, yes similar to F-16 Block-60 for UAE, which more advance then USAF block-52 @BVR
