Deep-sea port to be built in Matarbari: Nasrul Hamid

I have been to Nigeria two times. It earns dollar by exporting oil. It then invites foreign civil engineering companies to plan, design or construct many projects. The foreign contractors come, do the work and take away the money. Nigerian govt could not build the proper system so that its own engineers are able to design, design and construct the govt projects.

BD's poor girls work day and night on only a small salary. The GoB asks the foreigners to do all the development works with this money from its own pocket that it earned by exporting the goods produced by the country's poor daughters, pretending it is doing development works. Is it development? We are following the worst examples of Nigeria.

No, you have misunderstood my post. I said of self reliance and not giving projects to the foreigners. It is same as India does. So, why do not you ask the govt to build such projects not only by its own money, but also with its own technology.

Developing the human resources is the key to it. India is still a poor, but a developing country, because its local engineers do the jobs. Why BD should not remain poor as well as underdeveloped when it asks foreign loan and then asks the foreign construction companies to build the civil engineering projects? A completely wrong approach like walking on hands, but not on feet.

Bangladesh ports are all shallow draft ports except Matarbari/Sonadia area with deeper draft which are unusual exceptions. Remember we are mainly an alluvial soil-built delta. Cox's Bazaar area where Matarbari is, is not part of the delta.

Yes. Shallow Draft 30,000 DWT container carrier Design are new BV standard shipbuilding specs which have same draft as an older 15,000 DWT ship. They can be locally built as well.

Further to my previous post, please see below where MAERSK is now using shallow draft container carriers for Chittagong port use. These are called 'Chittagong Max' and are medium-sized container carriers (30,000 DWT) that can go to Chittagong container dock directly instead of transferring containers to smaller vessels (below 15,000 DWT) which used to happen previously.

Welcome the Largest Ship to Call Chittagong

On 28-November 2016, MCC welcomed the container vessel on her maiden call at the Port of Chittagong.

MCC Chittagong is the second ship to be built to the new “Zhejiang 2700” design – first of which is the M/V MCC Ningbo. Popularly called “Chittagong Max”, these ships are specially designed to fit Chittagong port’s unique requirements (draft below 10m).

To celebrate the momentous occasion, an event was organized onboard the brand-new vessel to highlight its capacity and advantages.

The guest of honor was the Chairman of the Chittagong Port Authority (CPA) Rear Admiral M Khaled Iqbal, BSP. He was accompanied by key members of the CPA, including the Member of Harbour & Marine Commodore Shaheen Rahman (G), BN, Member of Engineering Commodore Zulfiqur Aziz (E), the Director of Security Lt Col. Md. Abdul Gaffar and Director of Traffic Mr. Golam Sarwar. Representatives of many other key functions such as the Harbour Master, Terminal Mangers, and Berth Operators also took the opportunity to get to know this versatile new vessel.

The event was organized by the Bangladesh Operations team, led by Country Operations Manager Sarwar Alam Chowdhury and Vessel Operations Manager Ajit Podder Lai. Guests were welcomed onboard the vessel by MCC’s Chief Operations Officer Mr. Clive van Onselen, as well as the Master of MCC Chittagong Captain Grzegorz Chilewski who was enthusiastic about sharing information about the vessel.

The CPA Chairman gave a few words expressing his appreciation at the Group’s continued dedication to serving Chittagong. A cake-cutting ceremony also took place, and a plaque of appreciation was presented to the guest of honor.

In the speech given by Mr. van Onselen, he re-affirmed the Maersk Group’s vision for this trade.

“We are committed to bringing best-in-class vessels, so that we can deliver best-in-class service to facilitate Bangladesh's trade to the world,” he said.

As mentioned above - the 2700 TEU (or roughly 30,000 DWT) 'Chittagong Max' feeder class is the upper limit of the vessel size that can berth at New Mooring Container Port in Chittagong, where draft is around 10m. These are the specs below (ship class is also called 'Zhejiang 2700' class - referring to the 2700 TEU capacity). See that the draft for this design (8.5m) is unusually shallow for the capacity, which normally ranges around 12 to 14 meters. This is a great design for feeder vessels serving Chittagong and Payra. We should subsidize building of this design in local yards for local shippers so they can open up services to serve Singapore and Colombo ports from CTG and PAYRA.

More on topic - Matarbari port draft is much deeper (15m plus) than either Chittagong or Payra.
  • Matarbari will be able to take in much larger vessels in the range of 11,000 TEU plus. See chart below.

For example, here is the Container Ship 'Dali' (117,000 DWT, 10,000 TEU), with a draft of 13.8m, which Matarbari can easily accommodate. This vessel size is three times larger than the 'Chittagong Max' class (2700 TEU) I described above, which is the maximum CTG or PAYRA can currently accommodate with their shallow draft limits. The transport cost is halved with this larger vessel....

  • The need to transfer goods in lighter vessels from deep sea anchorage, hikes port expenditure and has an impact on the costs of imports and on the competitiveness of Bangladesh's exports.
  • Directly off loading containers from a vessel this large essentially halves cost and may even allow us to ship goods via container to European ports like Bremerhavn, Antwerp, Rotterdam and Amsterdam. Bypassing Singapore will lower costs even further, increasing our export competitiveness.
  • With Bangladesh's annual GDP growth steady at 6 per cent over the last few years and exports increasing fast, we urgently need at least one deep sea port like Matarbari (or Sonadia) to drive our export growth.
  • Container vessel sizes will continue to increase - see next chart as it shows that container vessel size has increased 1200% since 1968.

To accommodate larger (wider) container vessels of 10,000 TEU plus at Matarbari, we will need Super-Post-Panamax cranes. These overhang by 50 m (22 rows of containers).

Super-post-Panamax container cranes are capable of lifting two 20-foot (6.1 m) long containers at once (end to end) under the telescopic spreader, and will generally have a rated lifting capacity of 65 tonnes. Some new cranes have a 120-tonne load capacity, enabling them to lift up to four 20-foot (6.1 m) or two 40-foot (12 m) containers.

Cranes capable of lifting six 20-foot containers have also been designed. Post-Panamax cranes weigh approximately 800–900 tonnes, while the newer-generation super-post-Panamax cranes can weigh 1,600–2,000 tonnes.

Super Post-Panamax Quay Cranes of Doosan (Korea) make are equipped to handle safe working load of 41 MTs (single) / 65 MTs (twin) / 85 MTs (underhook) and have outreaches of 23 rows across the vessel. These cranes can handle the largest container vessel floating in the world today.

Let AL have their cut as the power stations, bridges, railway lines and roads are finally being built. Before their was graft but nothing ever got built.

Graft will naturally come down as BD gets richer.

There is unfortunately no alternative as graft is a part of our subcontinental (even Asian) culture.

Like you said, as living standards and education improve, civil society institutions will develop and get stronger. Bangladesh in this area (civil society markers) is way ahead of the rest of the subcontinent anyway.

But we have to get these projects done - in order to get to the next stage of development. While getting there, we must start developing strong local engineering capabilities and invite back expat Bangladeshis with engineering expertise as well to assist and train local resources.

Alladin skyscraper is a hoax though @TopCat does not think so. But, why do you think there will be no Matarbari power plant? Japanese govt will fund the construction and the electricity will be used to operate industries owned by the Japanese in an exclusive economic zone nearby. There will also be a small deep seaport nearby. You must now accept the BD supremacy to tug in foreign investment. BD is at a pivotal point that links ASEAN, China and India. India is almost landlocked without BD showing it mercy.
