Pakistani Civil Services are based on the Colonial Area Mindset. People aspire to become CSS officers, not with the intention to serve the country but rather to become part of the system where they have the power to abuse and are protected from bigger sharks.

Just look at the Mayor of NewYork and other western capitals and in contrast look at our little Pharaohs. They all have the same mindset yet their salaries are taken from the very same taxpayers who they abuse and exploit.
