I recon this piece of PLA's media work, ie. choosing the best moment to make public announcement of the casualties, reflects a fact that the Chinese Government has opened a door for firearm use in next clash.

Remember the communities in China, as of its cultural tradition, do give the government and PLA flexibility to maneuver in difficult situations, such as choosing best time to publish the casualty data. So if the government publishes the data, that means the government has put the pressure on themselves and will be committed to future counterattacks in a more effective and efficient way to minimise the casualties.
