In so far as forcible occupation of land is concerned, it does not work out.
The TATA Nano project was to take off from Singur, they had started construction, but owing to pressure of the people, the TATAs had to re-locate to Gujarat and Nano is being produced in Gujarat.
As far as slums are concerned, one must not lose sight of the fact, that the slums are constructed by migrant workers and poor on occupied land which are owned by either the Govt or by private owners, who are normally absentee owners.
Since courts take a long time to adjudicate, the slums grow as new comers come.
It becomes a human interest issue to evict them.
When they are evicted, even with a court order, the human rights organisation start a signature collection campaign to petition the Govt.
Then there is the Narmada Bachao chaps. They did not want the height of a Dam to be increased. The Govt wanted to increase it because the water had to go to Gujarat where there was land which was semi desert. With the increase of height some area would be swamped and so the campaign.
If you recall, China's Three Gorges Dam inundated a whole lot of area and villages had to be shifted. It was same in case of Narmada. However, India has these Human Rights activists and one can do nothing since we are a democracy.
