CPC proposes change on Chinese president's term in Constitution

Why is the Central Committee proposing the above changes in the leadership of the State Council?

First of all, it is not good to have an over-concentration of power. It hinders the practice of socialist democracy and of the Party’s democratic centralism, impedes the progress of socialist construction and prevents us from taking full advantage of collective wisdom. Over-concentration of power is liable to give rise to arbitrary rule by individuals at the expense of collective leadership, and it is an important cause of bureaucracy under the present circumstances.

Second, it is not good to have too many people holding two or more posts concurrently or to have too many deputy posts. There is a limit to anyone’s knowledge, experience and energy. If a person holds too many posts at the same time, he will find it difficult to come to grips with the problems in his work and, more important, he will block the way for other more suitable comrades to take up leading posts. Having too many deputy posts leads to low efficiency and contributes to bureaucracy and formalism.

Third, it is time for us to distinguish between the responsibilities of the Party and those of the government and to stop substituting the former for the latter. Those principal leading comrades of the Central Committee who are to be relieved of their concurrent government posts can concentrate their energies on our Party work, on matters concerning the Party’s line, guiding principles and policies. This will help strengthen and improve the unified leadership of the Central Committee, facilitate the establishment of an effective work system at the various levels of government from top to bottom, and promote a better exercise of government functions and powers.

Fourth, we must take the long-term interest into account and solve the problem of the succession in leadership. As precious assets of the Party and state, the older comrades shoulder heavy responsibilities. Their primary task now is to help the Party organizations find worthy successors to work for our cause. This is a solemn duty. It is of great strategic importance for us to ensure the continuity and stability of the correct leadership of our Party and state by having younger comrades take the “front-line” posts while the older comrades give them the necessary advice and support.

Taking Taiwan back is obviously one aim. Also, in my view, institutional corruption will take one generation to root out. It is a cultural problem that entrenched itself between 1990s to 2010. The post-80s generation needs to get to 50 years of age to reverse the culture. So Xi Jinping needs to stay for another 10 to 15 years to finish the mission.

I agree. The term limit extension will likely be an exception, not the rule. In extraordinary times, extraordinary measures are called for. There is no universal law telling that two-term is necessarily better than one term or three terms. In some polities, it is one-term, six-year in power. It is illogical to argue that the two-term countries should copy that.

Xi Jinping has proven to be a very capable and visionary leader. His success is definitely built upon the ones before him, but, the present time is perhaps the most significant ever since the establishment of the country as new China. Xi Jinping needs to oversee this transition while correcting systemic problems that are often the result of explosive growth.

It is not that in East Asia we lack long term serving great visionary leaders.

Simple, there are many things I don't like in Singapore.
But you don't see me denigrate Singapore, Singaporeans or rebut your posts that I don't agree at all.
I even gave thanks as encouragement.

Now these scums who would use slurs to describe their own are most probably from Gangadesh or Hanjian.

I think China should tread carefully on this proposal to extend Presidential terms.
Xi could still influence policies from behind, unless he wants to do something big like taking back Taiwan or South Tibet.

I wouldn't mind fellow Singaporeans disagreeing with me because I'm open minded enough for different views, as long as they stay on point and keep it civil. I'm not close minded enough to label my fellow countrymen as Hanjian just because they criticise the government on a foreign forum.

In fact I prefer if someone has different views from me because they provide different perspectives which I may overlook. Then just argue it out and debate, openly. That's then the Singapore way.

When the foreign media write critical articles about us, we don't censor or ban them even though we have a reputation of being authoritarian. Instead we engage them openly, publish the reply in full to the public and put the facts right. Why? Because by banning them you lose the moral high ground, being afraid of what they say.

So I say argue it out openly and keep the discussion civil.

You really think there are no special interests groups in the Chinese government? A corrupt system actually encourages special interests groups. The military is one special interests group. So are the businesses and under this general heading, you will have special interests groups like the manufacturers, exporters, transportation, and so on. Micron Tech is my former employer and the semiconductor companies in China formed their own special interests groups and colluded with the mining companies for the valuable minerals the industry needs. We paid the necessary bribes to both government and business officials.

Maybe you should turn your statement around to read: 'You got no idea how corrupt the Chinese government is.'
