Nah, Pakistani's have big ego,they know using NW means accepting they cannot handle India conventionally.
They can use NW if they accept they are no match to India .

india is almost 5x larger than pakistan in every conceivable way so pakistan can hold india for an appreciable duration of time far more than what is on your mind but with 3x less military power it needs a bit lets call it meta conventional support just to be sure

S-400 can potentially shoot down a missile. Dito potentially. The S400 cannot target low flying cruise missiles easily. It needs some sophisticated air support and sat support to detect a launch trace it's path and so on. And nobody would air a launch through radios do they?
