Without RSS brahmins dalits wont be rioting. as simple as that. Most dalits are clueless about wider social plots - thats why they are called dalits - "opressed" - if they could figure what is what why would they remain opressed and so poor.
Pakistan should very much care about dalits or social frictions. Else you are creating a 1 billion monolith of hindus which never existed. Morover it softens Pakistan's image among a large number of indians giving more room for negotiating wins. Otherwise it will come across some wild jehadi hell bent on blindly killing all kuffars with no heart or sense of justice.
Morover muslims in india too are badly divided on caste.
