Consider total ban on beef in 3 months, HP HC tells Centre

Himachal Pradesh high court on Wednesday asked the Centre to consider enacting a law prohibiting slaughter of cows, their import/export and sale of beef and its products across the country within three months. The court also directed the Centre to allocate funds to the state government for providing shelter and fodder to cows and formulate special schemes for their protection.
A division bench of Justice Rajiv Sharma and Justice Sureshwar Thakur issued the directive while hearing a petition filed by Govansh Rakshan Sanverdhan Parishad, Himachal Pradesh.
The court said a necessary compliance affidavit should be filed by the concerned Union secretary before the next date of hearing — January 6. "
Urban local bodies will be directed to release the necessary funds for the construction of 'Gosadans' to shelter cows and stray cattle," the court added.
The court also asked all panchayats in the state through the secretary to micro-chip all cattle within six months. The process involved inserting an electronic chip having unique ID in the animal, which can be read with a scanner to identify its owner.
Court directed all the deputy commissioners in Himachal Pradesh to file their affidavits after three months giving the status reports towards compliance of the orders passed by court from time to time.
"The presence of stray animals on roads causes accidents and the animals also receive fatal injuries. Despite issuing of directions on October 7, 2014, the roads in the state of Himachal Pradesh are not free from menace of stray cattle," it added.
