True those cultural aspects are definitely unislamic but you have to realize bangaldeshis are NOT monolithic group that you can put them in one box. There are NOT only muslims who reside in BD, but there are also secularist, liberals, indophilic cultural bengalis, Hindus, Christians, Buddists etc etc who live in BD. For them such practices are NOT a problem and hence part of their culture. Thus you can say there is NO such thing as BD culture if all these groups with varying beliefs and practices want to claim an entitlement to the Bangladeshi group identity .

I know all muslim women don't wear burkha, however, the women in that OP pic are representing Hindus more than muslims. That red bindi on the forehead is originally sindur, nowadays many other alternatives are used, but traditionally it represents sindur, and the woman on the background seems to be wearing red & white bangles, or shakha-pola...Both are basically associated with the Hindu culture. And those flower things on their head, most Bangladeshis here would call that unislamic. However, the picture being hindu-like is also not the problem, hindu bangladeshis too are part of Bangladesh, or at least supposed to be. But the problem is, this picture with the topic, it looks like being 'used', being used to paint a tolerant, cultured picture of bangladesh just when a bangladeshi terrorist strikes in a foreign land....On other days the religion and people being represented in that picture get raw deal in Bangladesh. I am still undecided about whether to call it a farce or irony.

Actually there is no compulsion in Islam. No one is forced to obey Islamic laws .Since the era of prophet Hazrat Muhammad ( PBUH) there were many nominal Muslims . Definitely there are prohibition on provocative clothes socially as well as religiously, ( in an Islamic regime for non Muslims )but those dresses in picture don't meet such standard.
And also those culture isn't Islamic . But bangladesh doesn't have islamic / sharia law and also Islam doesn't impose anything on anyone so there should be no argument .
(And only recognized Islamic government can take any action based on sharia law ,not any self proclaimed caliph or leaders).

However don't consider sharia law as creepy thing as taliban imposed, or you see somewhere in Muslim countries. Real sharia is much more softer since the era of phrophet (pbuh) ,
