It is likely one of the 2 things.
1. Ram gone bad
2. Motherboard gone wrong

If it is the motherboard then there is nothing you can do without professional help. If it is the ram try opening your laptop (search YouTube for videos of replacing RAM of your specific model) and try changing the slot of your ram (there are usually 2) or just cleaning the connector of ram with an erasor.

@1000 is Right....There can be a video card error...But if there is a video card error then everytime you restart your PC it will show you that a new hardware has been discovered and installing drivers for it...But if video card is totally dead, then also the PC should start because i think BIOS doesn't beeps when there is no display connected to the PC... I had tried this many time and my PC straight away gets on without any beep...Might be your RAM is not placed properly...Try to refitt your RAM Sir....:-)

What's boot?
do you have any Bootable CD?
Like bootable windows 7 CD OR USB etc?
If you have then just insert it and try to start, see if any thing happens.
You have said that only screen is blank with only 1 blue light which means your lappy's power supply is ok but it is not able to boot, and by this i can only say that lappy's motherboard is damaged, can you tell me modelname or number?
 
This is called Blue Screen Of Death....The technical information tells the problem to much extent....these figures 0x00000....etc sometime tells what is wrong with the gadget....
Honestly speaking that was the last time when it restarted itself....

After that I never saw anything on the screen only pitch blackness

Turn the laptop...Take a screw driver and open the back screws...you will see 2 slots(normally) where RAM can be installed...Firstly remove one RAM and restart the PC...If it gets on then it is fine and it means that the RAM you removed is faulty one...Similarly if it doesn't applies then remove the second RAM and then again try to restart the PC...Hope it help...But remember the RAM is tightly attached to the slot and hence you have to open the lock first......:-)
 
ok sorry its green light at its base indicating power on....its keyboard lights work and there is a very light sound of a fan running no beep then again the speakers are off...it refuses to turn em on so i wouldnt even know if it is beeping!

Its a windows 7 core i5 3 yr old hp elitebook 8460p

and suddenly the fan is running full power..like it is starting but still no sound or pix

It says on the blue screen that your problem is 0x00000116 (graphics issue) google the code and see if you can find a solution. Best of luck

Aah, that typical blue screen lol, i thought something very serious has happend, its nothing, I think your motherboard is safe :-)
man have you inserted any NEW hardware to your lappy like 3g/4g dongle? Any keyboard, bluetooth devices etc?

I looked at your specific laptop model and it is freaking easy to access it's RAM. give cleaning or moving the RAM a try first before trying anything else.

Nope nothing new...

The thing is that blue screen appeared two weeks ago it caused the laptop to restart and from then on I have not seen anything on the screen...so i never got a chance to fix or look through the error had enought time to take a snap shot to mail my family friend for help but he said get it to the IT dept....emailed IT dept and all they said is it doesnt belong to UNI B sorry cant help felt like slapping them! Seriously I aint the only one pissed at their laziness!

If you can get into windows try to update the graphics driver. Which you can find on the hp website. You have to type in the model/serial number of your laptop.
