The system needs to evolve I understand what you are saying but how can it evolve without having the sound foundation. This is somewhat the beginning and hope it gets there where it should be. Each country has its laws. Once they are followed correctly then only the true flaws come out. Once the flaws are recognised and redemption is needed then the legislation is carried out hoping that the new law is just. This is civic evolution, comes with time and self criticism cannot be forced.
I can agree with your post above. If this is the state of affairs after 70 years of civic evolution, then we can safely estimate that it will likely take quite a while longer for better results. Of course, there is no rush as evolution proceeds at its own pace.
