India's $17 billion bullet train: Leap forward or waste of money?

India is getting a $17 billion bullet train, but it may be the last thing the country's vast rail network needs.
Work to build the high-speed link between the western city of Ahmedabad and Mumbai, the country's financial capital, officially began on Thursday.

The Japanese government will cover most of the initial cost through a $14 billion loan repayable over 50 years.

Prime Minister Narendra Modi and his Japanese counterpart Shinzo Abe hailed the project as a big leap forward for India. Critics said the billions would be better spent upgrading the country's aging and dangerous rail network.

"The infrastructure preparedness we need is not in place," Mallikarjun Kharge, a leader of the opposition Congress party, told reporters. The bullet train, he added, is "not economically viable."

India's rail network, built by the British over 160 years ago, is enormous. It carries 23 million passengers every day -- equivalent to the population of Australia -- on 12,000 trains over tracks that could circle the globe.

But it is also bursting at the seams and has long suffered from outdated and crumbling infrastructure. The government's own figures show that traffic on more than 60% of train routes exceeds capacity.

"The capacity has gone up hugely in the last 50 years but demand has gone up much faster than that," said Dheeraj Sanghi, an engineering professor and co-founder of the Indian Railways Fan Club.

"As a result, we do not have time for checking if there are any faults," he said.

Train derailments happen regularly. Half a dozen were reported in the past month alone -- including one at New Delhi station a few hours before Modi and Abe attended the groundbreaking ceremony for the bullet train.

"The system is overstretched, overstressed and [that] has a direct impact on the safety," said Debolina Kundu, a professor at India's National Institute of Urban Affairs.

Modi's government has earmarked more than 8.5 trillion rupees ($134 billion) to upgrade the country's railways, including $20 billion just to improve safety, but experts say it might be too little, too late.

"That number, while it looks good compared to the previous five years, is nowhere close to what is needed," said Sanghi. "The amount of money that is needed is much, much larger."

Is this a misinformation or what? The number just can't be true, it's like a whole army being wiped out every year. How can any railway system kill 30,000 people every year?

Brother go visit India sometime and see for yourself what the conditions really are. India is a HUGE place and trains (for most) are the only long distance transport they can afford.

Granted things may be similar in Bangladesh as well. But safety standards for both countries are quite bad, even compared to China.

Any sort of safety warning at Railway Crossings are more or less absent other than in urban areas.

Modi's govt. is just trying to prop up a false image by promoting a 'showcase' project, as with many of other ones.

Train accidents per million kilometers run

The trains of the Indian Railways are clocking more passenger kilometers each year. From 2.08 lakh million kilometers in 1980-81, the number of passenger kilometers reached 11.47 lakh million kilometers in 2014-15. Train accidents per million kilometers run is an important parameter to understand the occurrence of accidents and if there has been any improvement over the years. This parameter has continuously decreased from 2009-10 to 2013-14. In again increased in 2014-15. From 0.17 in 2009-10, it has come to down to 0.10 in 2013-14, a reduction of over 40% in 5 years. But it again increased to 0.11 in 2014-15.

Number of Casualties

Though the number of accidents in 2009-10 was more than the number of accidents in 2010-11, 235 were killed in 2010-11 compared to only 67 in 2009-10. The accidents in 2010-11 were more fatal compared to the other years. The number of those killed has been on the decline since 2010-11 only to increase in 2014-15.

Casualties per million passengers carried

From 3613 million passengers in 1980-81, the number of originating passengers reached 8224 million in 2014-15. Except for 2010-11, this parameter was more or less constant at 0.04. In 2010-11, it rose to 0.08 owing to a high number of casualties. While it decreased to 0.02 in 2013-14, it increased to 0.05 in 2014-15 because of a higher casualty figure.

Cause of Accidents

There have been various causes for train accidents ranging from Human Failure to Equipment Failure to Sabotage etc. In the 6-year period between 2009-10 and 2014-15, human failure has caused more than 86% of the total accidents. Out of this, 41% accidents were caused due to the failure of railway staff and the rest due to the failure of others. Equipment failure caused only 2.2% of the accidents.

Indian is famous for bargaining skill, they would squeeze every possible rupee out of Japanese's pocket, this project could be successful only IF Japanese would like to lose BIG money to build a bullet train for India.

You got to have relevant infrastructures and facilities to go with it first, which may cost times more than the project itself, who's gonna foot that bill? a lose lose for the both.

Indians don't look for a win-win solution, only win-lose solution which will end up as lose-lose. Not bargaining skills, it's more like arguing skills, they will talk you to death and screw up the whole project. I have seen this first hand.

It's not a pure business, well, it's not business at all. Abe need his 'confront China' plan to win next vote due to his party's disastrous events in the past few months. The border confrontation of China and India increase Japanese's 'confidence' of "Indian is the dumb, strong guy to leverage", they would 'sponsor' India a bullet train if India could help them.

India clearly understand if they really want to build high speed train, China's solution is the only economically practical one. In fact, Japan's high speed train has no any comparative advantage over China except few core parts. What project did Japan export in the past 10 years?

When India is really serious about Japan's solution? When India ask serious technology transfer from Japan, it's probably a real sign, just like their military contract with Russia.

Trust me, when you squeeze the vendors so much, they will in return give you cheaper stuff, do you know alot of Japanese equipment is outsourced to China? That's why when you think it's going to be win-lose, it will end up lose-lose. :rofl:

Longer term loans with low interest is better than zero interest in their home country. And you end up buying expensive Japanese goods. Good luck bhai!

it's true, although major cause of the deaths are due to trains hitting people, suicides majority of the cases and accidents during level crossing.

In that year around 50+ people died due to derailment. 20 due to fire accidents or explosions (Includes industrial accidents). And we have more than one hundred thousand long rail network. Such accidents happen.

So you agree we know to squeeze max out of the deal ,so your argument about not knowing to bargain goes out of the window.

mismanagement + bullet train = entertainment for decades to come
We just started off with the project.

The country who started before us, managed to bang their bullet train against each other and cover up the accident to some extend. Good management.

Meanwhile the Japs were running it for more than 50 years and yet never had an accident.
