Every time this sort of things occur, you don't have to necessarily taunt your fellow PTI supporters with this Naya Pakistan nonsense... seriously though, it is annoying bro. This sort of symbolism should be relayed when something major or drastically bad happens.

Regardless if this is true then the PM should take notice and take some action. This is unacceptable. Did the hospital authorities themselves turn off emergency services or were they forced to? This should be investigated.
