You might want to stop comparing small riots like muzzafarnagar to the condition of your tribal areas, if you want to be taken seriously. I request everybody to keep India out of this, as there really is no comparison or connection. This is a Pakistani affair.

Anyway on topic, I'm amazed that Pakistan has allowed this issue to fester for so long. I mean, this war against the TTP began a decade ago, did it not? And at no time has the situation been this severe, that the state is actually facing a serious challenge from subconventional forces. I'm puzzled at how it is possible that they can control areas.
How are the TTP able to recruit and train militants with impunity? Can't the state put an end to such activities right under its nose? Isn't the PA strong enough to do area domination in its territory?

Hyperion: When you say its all about terrain, what do you mean, how is the terrain difficult? Mountains? But don't you have the advantage of armor and heavy weaponry? At the very least, shouldn't it be possible to stop them from recruiting and training militants?
