dont think any fighter plane needs 30 year to start induction but we will see.First of all, 30 years back only the project definition phase was completed. The design was finalized in 1990. I don't think any aircraft is supposed to be inducted from the day the program is sanctioned.
Tejas now has the backing of the IAF since it has attained most of it's FOC parameters (except IFR & gun firing), and it has ordered 123 aircraft. The aircraft is now under serial production & second assembly line is now being built- that is 16 aircraft per year. So do the math.

i think the project started in 1984 you can count after that..actually the induction already happened in 2016.
