I usually do not reply any thread that would cause hatred between Chinese and Vietnamese members, but this case is unacceptable. If your country have corruption problem, then lets face and improve it, never blame the victims. Chinese tourists may have their fault but do you expect they just pay and remain silent. HK had a huge corruption problem from the police during 1960s and 70s, we realized that just inform their superior is not enough because usually the whole department are corrupted and they will cover for each other. From our experience, the most effective way to fight against corruption is the change of the mindset of whole society to where the corruption is never accepted, everyone should report when it's happened, and never excuse the corruption. Otherwise the only loser is the people who live there and the reputation of their own country.
