Chinese tourists clash with Vietnam airport border officers in violent brawl

Footage of an argument between Chinese tourists and customs at a Vietnamese airport has emerged online.

The group claimed they were angry after some of the members were asked to tip customs officials, the People's Daily Online reports.

The incident allegedly occurred on May 2 at Cam Ranh International Airport in Nha Trang, as the group were heading through customs to board their flight back to Chengdu, south-west China.

According to Chinese media, the group were scheduled to take flight VN718 operated by Vietnam Airlines at 21.10 on May 2 when the incident occurred.

In the first video, customs officers can be seen gathered around a man trying to drag him away before one officer beats him across the head.

People around him start shouting and screaming.

A woman thought to be the man's wife tries to intervene and they continue to fight.

By this point, more officers try to intervene.

One man who was travelling with his wife and four-year-old child refused to pay the bribe of 10 yuan (£1.06).

Customs officers then told him he would have to pay 100 yuan (£10.60) instead reports CCTV News.

According to Chinese media, some tourists became enraged singing the Chinese national anthem.

In the second video filmed at the airport, the group can be seen gathering and shouting at the customs officers.

When one tourist gets out her phone, an officer pushes it away to try and stop her from filming.

One officer can be seen holding a stun gun and aiming it at the group who are now chanting.

The officers then gather together to discuss the situation.

In response to the incident and the footage released, the Chinese Consulate General in Ho Chi Minh City said on May 3 that it was speaking with the parties concerned to further understand what happened.

Part of the statement, posted on the consulate's official website, read: 'Staff at our consulate have started an emergency negotiation with the Vietnamese authorities.

'At the same time, [we] guide Chinese citizens to protect their rights sensibly while collecting relevant evidence.'

The statement said all Chinese citizens had returned to their country safely.

Located on the coast of southern Vietnam, Cam Ranh International Airport operates domestic flights as well as flights to countries including China, South Korea and Russia.

Chinese state-run Xinhua News Agency said that up to 789,500 Chinese tourists visited Vietnam in the first four months of this year.

MailOnline has reached out to the General Department of Vietnam Customs as well as the Vietnam National Administration of Tourism authority for comment, however they were not contactable at the time of writing.

MailOnline has also contacted Cam Ranh International Airport regarding the incident, and is awaiting a reply.

Not a surprise. Happened to me when I was there. An older Vietnamese gentleman visiting Vietnam told me to slip $20 USD in my passport but I did not.

My co-worker was harassed because he spoke Vietnamese to the officer

Minor incident. It should have not been filed as Chinese Tourists clash with airport officials unless at all. Infact it kinda gives a bad name to the airport officials of not containing the situation before the tourist got enraged.

So weird, there's nearly 800,000 tourists and this is the first time, someone blamed the customs.
I saw an officer hit the Chinese man from behind. But I don't know what happened before that.
then they call for securities to come and handcuff used, even a gun when the crowd seem to be out of control, another man with pink shirt attend to join the fighting.
It's definitely not in the security/passport check area.

In local opinion, below is my comments:
1. Don't try to make chaos in airport, you could be considered as violating the air security or even terrorists.
So that you could be handcuffed or seized

2. Why you have to give money to officials? or you bring extra goods than allowed ?
3. Did you check whether your camera filming allowed in security area or not ?

Someone would want to make money of you, but make sure that you made no mistake, you could be free from any trouble. No one suddenly punch on your face for no reason.
Don't try to go deep into trouble by make airport a chaos, in hardest time, you could be shot as terrorist.

Singing national anthem there isn't a wise idea. I could summarize ours to show you the song would be a call for people grouping and fight/kill the enemy to death. That could be considered as promoting the violence in another context, in sensitive situation.

That's my advice for everybody to go aboard, and want to avoid trouble in any airport even in China. Below is the investigation result in Vietnam side,
1. The flight was delayed 1h45m because getting no approval of Hongkong ATC who control the air flow to target. passengers show the disappointment and shout out to staff.
2. 1 Chinese man show no cooperation when was asked to open his luggage after screened by security check, this guy didn't follow and promote hundreds of others to a frenzy status.
3. One Chinese passenger report the missing of his mobilephone after security check, and ask for help. When his wife was asked to call to the number, their kid show the phone which he keeping. Then they said Sorry to staff.

This happening in security check, which is the most sensitive of airport security.

Cũng lúc này, khu vực làm thủ tục và nhà chờ các chuyến bay quốc tế ở Cảng HKQT Cam Ranh quá tải bởi phải làm thủ tục bay cùng lúc cho hành khách của năm chuyến bay khác đi Trung Quốc.

Phòng chờ này chỉ có năng lực tiếp nhận tối đa 600 hành khách, nhưng thời điểm trên có gần 1.000 hành khách.

Do có một hành khách không hợp tác khi làm thủ tục nên lực lượng an ninh cửa khẩu tạm dừng làm thủ tục đối với hành khách này trong sáu phút để giải quyết cho những trường hợp khác.

Trong khi đó, một nam hành khách khác khi được lực lượng an ninh sân bay và hải quan yêu cầu mở valy để kiểm tra sau khi soi chiếu cũng bức xúc la lối, kích động hàng trăm hành khách khác la hét phản ứng

Trước tình hình trên, các lực lượng trong sân bay đã tăng cường lực lượng để đảm bảo an ninh trật tự. Vụ việc trở lại bình thường khi chuyến bay VN 462 cất cánh vào lúc 21g40 cùng ngày.

Trong biên bản cuộc họp ngày 3-5 nêu rõ lực lượng an ninh cửa khẩu không tạm dừng, tạm giữ bất cứ hành khách nào vào đêm 2-5.

Chiều cùng ngày, trao đổi với phóng viên, ông Phan Lê Hoan – giám đốc Cảng HKQT Cam Ranh – cho hay vào tối 2-5, sau khi được đưa trở lại phòng cách ly quốc tế vì chuyến bay VN 462 quá trễ giờ, một nam hành khách người Trung Quốc nhảy lên ghế la lối, kích động gây mất trật tự.

Khi nhân viên an ninh sân bay đến nhắc nhở thì du khách này bất hợp tác, còn có ý định cướp công cụ hỗ trợ của nhân viên an ninh, nên lực lượng an ninh đã khống chế ông này.

Sau đó, nam hành khách trên đã được đưa ra máy bay để bay về Trung Quốc trên chuyến bay VN 462.

Cũng vào thời điểm trên, một nam hành khách sau khi làm thủ tục bay xong thì báo mất điện thoại di động.

Vợ ông này đã đề nghị lực lượng an ninh sân bay và hải quan kiểm tra, tìm kiếm giúp nhưng không thấy. Lực lượng này đã đề nghị người vợ gọi vào số máy điện thoại bị mất thì con của người này cầm điện thoại ra đưa.

“Họ đã xin lỗi lực lượng an ninh soi chiếu và hải quan sân bay” – ông Hoan cho hay.

Trong khi đó, ông Nguyễn Văn Cường – chi cục trưởng chi cục hải quan cửa khẩu Sân bay quốc tế Cam Ranh – bác bỏ thông tin rằng nhân viên hải quan đã nhận 100 nhân dân tệ mới giải quyết thủ tục cho một gia đình hành khách Trung Quốc.

“Nhân viên hải quan ngồi cùng với an ninh sân bay soi chiếu hành lý xách tay và kiểm tra người hành khách chứ hoàn toàn không kiểm tra hộ chiếu của khách.

Việc kiểm tra hộ chiếu là nhiệm vụ của lực lượng an ninh cửa khẩu” – ông Cường nói.

B.L., a Vietnamese-American, had a hands-on experience with this when he was leaving Ho Chi Minh City for Japan on Tuesday morning.

L. was asked to tell a customs officer what was in his luggage when he passed the baggage scanner at Vietnam’s largest airport, he toldTuoi Tre (Youth) newspaper later the same day.

The overseas Vietnamese said he was carrying a made-in-Vietnam karaoke player, which was gifted by a family member, only to be told to present the receipt for the device.

“They wanted to see the receipt to charge me a 10 percent tax on its value,” he said.

L. added it was not the first time he had visited Vietnam, but such a request was the most unreasonable one he had ever received.

The officer insisted L. show out the invoice, or he would not have his baggage passed.

The overseas Vietnamese said he has no idea why he has to keep a receipt for something he does not want to claim a VAT refund for.

“How would tourists dare to buy goods in Vietnam and bring them back to their countries anymore?” he wondered.

The passenger eventually had to compromise and left Vietnam unhappily without filing any complaint or report to the airport operator as he did not want to get into trouble before a long-haul flight, he said.

N.T.A., a resident in Tan Binh District, Ho Chi Minh City, has also witnessed customs officers at the airport extort money from passengers for their gifts.

A. was waiting to go through the security scanner to leave for Singapore when he saw two employees of a tourism company pulled over by a customs officer, who asked the two to present receipts for a couple of clogs in their luggage.

One of the passengers insisted that the clogs were of low value and they were only presents the company wanted to give to its Singaporean partner, but the officer kept shaking his head, A. recounted.

“The tourism guys finally gave up and left the clogs behind to be able to pass the checkpoint,” he said.

Many Tuoi Tre readers on Wednesday also shared their bitter experience with airport customs.

Kevin Le, an overseas Vietnamese, said he was stopped by the Tan Son Nhat customs prior to his flight leaving the country just because there was a set of teacups, made by famous Vietnamese porcelain manufacturer Minh Long, in his luggage.

“After persuading them for a while, I was allowed to pass through the checkpoint, and their manner was like they had just given me a great favor,” Le wrote to Tuoi Tre.

“Vietnamese with foreign passports like us are always dealt with in such a way by everyone at the airport.”

Vu Quach, a Vietnamese Canadian, was not lucky enough to board his flight back to Canada two years ago without having to pay the customs officers.

The overseas Vietnamese had problems with two bottles of fish sauce his family had given him as gifts.

“The customs officers kept intimidating me until I gave them $20, which also earned me their friendly behavior,” Quach said.

Paying money seems to work as Ngoc Tuan, another reader, did succeed in getting past the customs by doing so in January.

“The officer said the weight of my luggage almost exceeded the 20kg limit, and I asked them if there was any solution that did not require me to leave some of my stuff behind,” Tuan said.

“He laughed at the question, and when I gave away a $5 banknote, thing just went smoothly.”

That seems quite cheap a price to get things done.

“Just VND200,000 [nearly $10] is OK,” reader named Le Quy Binh said, adding he has “been there, done that” many times.

Executives have no idea?

Tran Duc Minh, deputy head of customs at the airport, said he is on a business trip and had not been briefed about the issue.

He admitted it would be “no good” if such complaints are proven to be true.

Minh said the airport customs will review their procedures and “get to the bottom” of, and have solutions for fixing, the issue.

“All products manufactured in Vietnam are not subject to tax declaration or payment,” he said, adding karaoke players and clogs are no exception.

An executive at Tan Son Nhat admitted to Tuoi Tre he had received similar complaints about the harassment of the customs officers toward passengers.

“We have kept the customs department informed of such complaints,” he said.

The official added that there are hotlines and suggestion boxes at the airport for passengers to voice their opinions, but “we have yet to receive any complaint against such inappropriate behavior of the customs officers,” he said.

But this does not sound convincing enough.

“I’ll eat my hat if executives at the airport are in the dark about this,” a reader commented.

Dont promote the racial expression.
Chinese passengers acted that way wrongly. But I found the Vietnam officer isnt true to fly his elbow to the headback of the passenger, and suspect of asking for money need to be made clear.
I am sympathetic with passengers who stuck in a flight delayed, but shouldnt make everything worse
