Again using words like assessment plans, factors etc make it clear it is avoiding road construction.
Weather is one factor, the other assessment is Modi's kow tow visit to Beijing. For China to permanently station troops in Doklam, we need to give a concession back to India, hence the postponement of construction. To me this is a good deal.
1) We did not offer road cessation concession.
2) We get unilateral Indian withdrawal
3) We get permanent presence in Doklam instead of just patrolling. This is no difference from de facto annexation of Doklam. You think Bhutan will patrol after this incident?
Even though Chinese equipment are known for low quality use of words like circumstances and situation and factors is total admission of no road.
Quote me when your clown government actually manages to build a road in Doklam (but don't worry that will never happen).
Bhai, this is the 20th time I am repeating myself there is already a grade 40 road from Yadong to Doka La border in Doklam. Check the freaking map, it's is 30-40% deep into Doklam, Chinese troops are now stationed opposite Doka La, directly opposite Indian base. Before this there was only Indian base in Doka La, now there are permanent troops stationed there facing them most likely comparablely armed due to deescalation agreement. Meaning same amount of soldier and same amount of weapons, if there are no missiles, China will not bring in missiles, if there are no tanks, China will not bring in tanks. Good deal to me. India just indirectly gave us de facto annexation of Doklam in return for road postponement.
