16 billion is good money, you think HSR is only train technology but not the engineering feat to make it in the deserts and cutting through the mountains?Well the video title says Chinese HSR technology and the Haramain trains they were showing between Mecca and Medina are Spanish so what conclusion can we draw?
China built the track for Spanish HSR trains? That is the implied Chinese HSR technology? Cement and track? Not trains?

Once a road is built, any cars can run on it.Well I find it rather interesting that no mention was made in the video that the HSR train was not Chinese. A person who did not have an understanding of the various HSR models around the world would likely have assumed from the title and watching the video that the Haramain HSR train from Mecca to Medina was Chinese.
