Neither US nor Russia threaten each other's territorial sovereignty, and both had treaty in past allowing each other's aircraft to fly in each other's airspace.

Thats for overseeing the SALT Arms treaty. Especially the number bombers that have been destroyed to reduce the nuclear armed platforms.
