In recent weeks, Indian and Chinese officials have raised expectations of significant progress on the long-running boundary dispute ahead of Prime Minister Narendra Modi’s expected May visit to China.

But a Chinese strategic expert on Tuesday delivered a sharp reminder of the obstacles still looming before any progress on the issue, telling India that any “breakthrough” would be impossible without concessions on Arunachal Pradesh.

Responding to comments made by External Affairs Minister Sushma Swaraj to reporters during her February 1-2 visit to Beijing suggesting that Modi and President Xi Jinping, as two strong leaders, may enable an “out-of-the-box” approach to solving the border dispute, strategic affairs expert Lan Jianxue told the Communist Party-run Global Times newspaper: “If there is an ‘out-of-box solution,’ it is highly likely a breakthrough over the eastern part of the border, which contains the most controversial area between China and India”.

Lan, who earlier served in the Chinese Embassy in New Delhi and is an expert on India-China relations, said the “illegal McMahon Line… is at the heart of the boundary dispute”.

“This is a line that China has never accepted. If India won’t make concessions or adjustments over the line, there will be no suggestion that the two sides are any closer to agreeing.”

Adjustments

His comments reiterate the Chinese view that a boundary settlement will require adjustments in all the sectors - western, middle and eastern. India sees China as occupying at least 38,000 sq-km in the western sector in the Aksai Chin region, and will demand settlement on that front.

China has, since the late 1980s, voiced claims to 90,000 sq-km in the eastern sector in Arunachal Pradesh. Lan cautioned that “it might be too soon to anticipate that this solution will be reached in May during Indian Prime Minister Narendra Modi’s first visit to China since assuming office”.

He said the Modi government had shown “a tougher attitude” by beefing up border patrols and pushing long overdue moves to improve infrastructure.

While he expressed optimism that Swaraj’s comments showed that India was “making efforts in showing flexibility and creating a favourable atmosphere on resolving the issue”, he added: “However, to this day, the Indian government has not given us a reply or any signal of goodwill for adjustment over this issue. In the light of this, the ball is in India’s court to adopt a more proactive approach,” suggesting that an adjustment in the eastern sector was China’s starting demand.

I think India should start another forward policy against China like 1962. It's time for India to demonstrate its superpower military.

In 1962, India initiated the forward policy to push China back. Though the results didn't turn out well, it's intention was to push China back deeper into Tibet. Back then India was not a superpower. Today, India is a superpower do India should be more aggressive.

In 1967 China followed their usual policy of intruding in their neighbours territory, but were given a bloody nose by Indian soldiers who were aware of their treachery. But now China is a superpower. It should take back south Tibet. It is their territory. The noble Chinese should come and take their territory back.

Don't mind. This is his day job and I guess he does the odd night shifts also. He gets paid 50 cents. But what confounds me is why is he so ashamed to put his Chinese flag.

I think you have mixed things up.The 1987 incident is called the Sumdurong Chu stand off and it was over without firing a single bullet since the PLA had withdrawn after sometimes. What you are talking about would be the 1967 Nathu La border skirmish, this one was indeed bloody as hell.

Then forget ...... No change in LAC would be acceptable though China can harbour animosity towards India....

Ohkay ohkay ... Thanks for advice ... I don't know whether defending our borders is called forward policy or backward policy ....

Man I'm just appalled at the behaviour of the Chinese!!Their moto is like this - 'What's mine is mine, what's yours is nagotiable'!! The best course of action now, would be to demark the border as it stands today, that India drops its claims over the barren and inhospitable piece of land namely Aksai Chin, and in return China has to let go their claim over Arunachal Pradesh. But no,they are not ready to make any compromise at all,but instead have the audacity to expect India to bend over its back and cede a whole state to them!!

Status quo is wise and final solution. Anything other than that would make this miracle of Asian century embrace premature death.

This mutt, Mr Lan,who claims to be an 'expert' on India-China relations, has said the “illegal McMahon Line is at the heart of the boundary dispute. This is a line that China has never accepted. If India won’t make concessions or adjustments over the line, there will be no suggestion that the two sides are any closer to agreeing.”

Can this fellow explain that if China has never accepted the McMahon line, then how has it accepted it on the Sino-Myanmar border? He needs to answer that first before shooting his mouth.

So therefore it comes about that China must accept the McMahon Line as the border with India just as it did in the case of Myanmar to resolve the vexed dispute. You can't have the cake and eat it too. But this Chinese 'expert' seems to think so. Acceptance of the McMahon Line cannot be arbitrary on the whims and fancies of the Chinese.

China should behave as a responsible country instead if talking nonsense.
