The FAA has the most experience in civil aviation management. Do you have any idea on how large is the US ? In the US, the bulk of airspace is civilian while in your China, it is military.

How many civilian pilots in the US versus your China ?

What is the ease of a civilian earning his private pilot license in the US versus your China ? I took flying lessons while in high school in the US. How about you and your fellow Chinese in China ? By the time I entered the USAF, I already knew more about flight and piloting than most.

China during the Ming possessed the most powerful navy on the planet but was incapable to control the sea South of China because there was a formidable country having a formidable navy: Vietnam. Today China navy is not any close to the Ming in the past and you face not only navy of VN but lots of navies other countries from America to Japan.

We hate you and you hate us should not be a problem to close a deal.

Ming dynasty chose to stop naval expansion for reasons other than Vietnam. After Ming dynasty stopped, south china sea was ruled by Chinese pirates and European colonists (Dutches and/or Portuguese).
