There is no proof to show that he is being sheltered by the Chinese Govt. but there is enough proof to show that India has sheltered known terrorists when it suited them, so stop pontificating.

A simpler solution would be to take him out? Just send a soldier dressed like PLA guy and take him out. You can't blame the Chinese Govt for that unless they give him the open status like you have given Dalai Lama.

Why bother?

Paresh Baruah is a toothless tiger. Even at the height of their power and influence when they actually had some popular support in Upper Assam, what did ULFA do? They kidnapped tea garden managers and extorted ransom, they kidnapped ONGC engineers and geologists for ransom, killed some Marwari businessmen and massacred some poor Bangladeshi migrants from border villages. When chased by the IA, they ran and hid in Bangladesh. But that was in the early 1990s when they were at their peak. Now the popular support has gone. Most of ULFA's armed and political wing has surrendered and they are now married and living peacefully with the ill gotten gains which they had collected during their younger days with the blessings of the government. The top leadership of ULFA is negotiating with the GOI. Only Paresh Baruah is holding out, not because of his hardline stance but because he knows that for him surrendering is not an option as he will never be pardoned, nor will he ever be jailed. If he is ever caught, he will simply vanish never to be seen again. He is already 54 years old, he intends to spend the rest of his life alternating between BD and Myanmar. When things get too hot in BD, he goes to Myanmar and vice versa. His family will continue to reside in BD.

So if the ULFA is a lost cause and hopelessly defunct then why is China entertaining Paresh Baruah? China surely knows that insurgency in Upper Assam is finished and there is simply not enough local support for its revival. The only logic seems to be the intention to keep India on its toes as a counter pressure against support for the Tibetan cause. This is China's way of telling us that should we ever play the Tibetan card, they too have a few aces up their sleeves.
