By the way, the Vikas engine mentioned in the pic was designed by India's ISRO.

We should all support the People's space adventures. It'll be such a beautiful thing, to see North Korean aesthetics in space.

India has done its part by training their scientists.

Without surprise, the suborbital launcher is similar to the one ISRO is planning before 2030 for its own manned space program!

I'm afraid you're pointing at spent stage recovery or crew escape system.
The first is to compete with SpaceX and other small private launchers and has nothing to do with manned mission. The other is a crew escape system which already saw one test and I doubt Iran/DPRK are doing it.

U.S. aviation agency warns commercial airlines about possible North Korean missile launch

SEOUL, Dec. 24 (Yonhap) -- U.S. aviation authorities issued a warning for commercial airlines earlier this month about the possibility of North Korea launching a long-range missile in the coming weeks, a news report has said.

The U.S. Federal Aviation Administration (FAA) issued the alert "warning of longer-range missile test launches prior to the end of 2019, or in the early part of 2020," U.S. broadcaster ABC News said Monday (local time), citing a threat analysis it obtained from the FAA.

Indeed, according to diplomatic past practice, prenotice for any space launch are always given by the DPRK government to both the Chinese, Russian and U.S. autorities, and several months in advance.

As an example, the 13th April 2012 launch of the Kwangmyongsong-3 satellite with the Unha-3 rocket was preannounced to the U.S. four months in advance, on 15th December 2011:

WASHINGTON--A senior North Korean government official informed the United States before the death of Kim Jong Il was announced in December of its plan to launch a satellite, according to a former senior U.S. government official.
In an article for a U.S. research institute, Evans Revere, who served as acting assistant secretary of state under the administration of President George W. Bush, wrote that the decision to carry out the launch is highly likely to have been made by the late North Korean leader.
Revere therefore hinted that the launch would be unavoidable, as "his son and successor was in no position to reverse that decision."
Revere met with the North Korean official on Dec. 15 and was told about the planned launch of what some people believed to be a missile.

The meeting is believed to have taken place in New York.

North Korean girl band's China concert tour suspended

BEIJING, Nov. 27 (Yonhap) -- A planned concert tour in China by North Korea's best-known girl band has been suspended for unclear reasons, sources said Wednesday.

Moranbong Band was originally set to kick off the tour in Beijing next week and head to other Chinese cities, including Shanghai, Shenzhen and Changsha, as part of events to celebrate the 70th anniversary of the establishment of diplomatic ties between the two countries.

Their visit has been temporarily suspended, a person related to the concert said.

"As far as I know, political considerations played a role. It is hard for the concert to take place early next month," the person said.

Another source said that an advance team or related equipment should have already arrived in China if the concert was going to take place as planned, but no such signs have been detected. The concert venue was also not reserved for the performance.

The group was last slated to perform in China in 2015, when its planned concert was called off at the last minute after China took issue with its performance featuring the North's nuclear and missile development.

The band is led by North Korean leader Kim Jong-un's close aide, Hyun Song-wol.
