It's simple ...
1. China playing the GO to build SCS "Casino".
2. After "Casino", China will be a Banker to play "麻将" with other 3x nations.

That's how to playing SCS game. Of course to be a Banker, i think China will add 2x new 052C/D DDGs to PLAN South Sea Fleet in 2015, anyway more stake and more better. It's a Big & Long national project, will cost many money and years, but for the future China need to do it.

Chinese ships do it all the time and anyway, there are vietnamese islands right next to south johnson reef, so any reason why it would be unusual for them to do that?
