BEIJING, March 16 (Xinhua) -- China on Sunday unveiled an urbanization plan for the 2014-2020 period in an effort to steer the country's urbanization onto a human-centered and environmentally friendly path.

Urbanization is the road that China must take in its modernization drive, and it serves as a strong engine for sustainable and healthy economic growth, according to the plan released by the Central Committee of the Communist Party of China (CPC) and the State Council, the country's cabinet.

"Domestic demand is the fundamental impetus for China's development, and the greatest potential for expanding domestic demand lies in urbanization," according to the National New-type Urbanization Plan (2014-2020).

At present, the proportion of permanent urban residents to China's total population stands at 53.7 percent, lower than developed nations' average of 80 percent, and 60 percent for developing countries with similar per capita income levels as China. ( Registered urban population, or those who hold a "hukou" under China's household registration system, accounted for only 35.7 percent in total population by the end of last year, data from the National Bureau of Statistics (NBS) showed.

An increasing urbanization ratio will help raise the income of rural residents through employment in cities and unleash the consumption potential, according to the plan.

It will also bring about large demands for investment in urban infrastructure, public service facilities and housing construction, thus providing continuous impetus for economic development, the plan said.

The number of rural migrant workers increased 2.4 percent to 268.94 million by the end of last year, accounting for 19.76 percent of the country's total population, NBS data showed.

Currently, they do not have access to the same public services as other urbanites with a city "hukou".

One of the basic principles for pushing forward urbanization before 2020 is putting people at the center and making sure that all people can enjoy the country's modernization achievements, the plan said.

The country should guide the reasonable flow of population, help rural residents become urban citizens in an orderly manner and make basic urban public services available to all permanent urban residents, it said.

Other principles set by the plan include coordinating urban and rural development, optimizing macro-level city layouts and integrating ecological civilization into the entire urbanization process.

By 2020, China's ratio of permanent urban residents to total population should reach about 60 percent, while residents with city hukou should account for about 45 percent of total population, according to the plan.

The country will help 100 million migrant workers and other permanent urban residents to get urbanite status.

China will also optimize city layouts by enhancing the leading role of major cities, increasing the number of small and medium-sized cities and improving the service functions of small towns, the plan showed.

A scientific and reasonable urban development model should be adopted, with green production and consumption becoming the mainstream in urban economic activities.

The plan added that China should strive to push for harmonious and pleasant living conditions in cities by making basic public services accessible to all permanent urbanites and pursuing better ecology, more clean air and safe drinking water, the plan showed.

The plan will provide strategic and fundamental guidance for the healthy development of urbanization across the country during the seven- year period.

The CPC Central Committee and the State Council said in a circular Sunday that governments at various levels should enhance their understanding of the new type of urbanization and steer urbanization toward the right direction.

Local authorities should earnestly implement the plan based on their respective conditions to make sure that tasks set in the landmark plan will be fulfilled, according to the circular.

This is China's first official plan on urbanization, showcasing great significance the government attaches to its urbanization process.

For those who criticized China for building "too much infrastructure", now you'll see how our infrastructure will allow urbanization on a scale never seen before by any other country in history.

When you've got so many tens of millions of people moving into the cities, it's better to have more infrastructure than not enough.

A national plan (2014-2020), the first of its kind, was unveiled on Sunday by the Central Committee of the Communist Party of China and the State Council, the country's Cabinet.

In an effort to speed up urbanization, rely more on domestic consumption for growth and give markets a bigger role in the world’s second-largest economy, China shared its plans with the world yesterday in Beijing

As China’s population nears 1.4 billion, the ruling Communist is looking to see 60% of China’s residents living in urban areas by 2020. Presently, 53.7% of China’s population live in cities and while an increase of 6.3% might seem easy, in China that percentage represents moving roughly 90 million people in six years’ time.



This stands in sharp contrast to the the first and third largest economies in the world. In the United States, 82% of the population lives in cities while in Japan 91% are city denizens according to a joint report in 2012 by the World Bank and Development Research Center of the State Council.

60% urban population is the goal

In order to accomplish this, China will invest more than 1 trillion yuan ($162 billion) in the redeveloping of its “hutongs” or shantytowns. Additionally, China will ease the household registration system that binds people to their hometowns and keeps millions from accessing schools, pensions, and healthcare among other things.

China also announced that it would add more transportation links in the coming years and allow local governments to directly issue bonds to promote urban growth. Presumably, direct bond issuance won’t be without a national watchdog or oversight committee.

Chinese migration into the cities began in earnest in the 1980′s with cities like Beijing, Shanghai, and Chongqing now sitting up there with the world’s largest.

Sunday’s release of the “National New Type Urbanization Plan” saw the report read, “Domestic demand is the fundamental impetus for China’s development, and the greatest potential for expanding domestic demand lies in urbanization,” according to the official Xinhua News Agency.

The plan also stated that cities of over 200,000 people will all be linked by railway, while cities of over 500,000 will each be linked to a high-speed rail hub.

In a statement that will surely make a number of environmentally concerned and conscious people scoff given China’s extraordinary pollution, the report continued with, “A scientific and reasonable urban development model should be adopted, with green production and consumption becoming the mainstream in urban economic activities. China should strive to push for harmonious and pleasant living conditions.”

By 2030, the report stated that an additional 300 million people will be moved from rural areas into cities. That number represents a goal of essentially moving the entire population of the United States.:coffee::crazy:

Don't be fooled by western bs, Manufacturing always better than service industries.
Service market must be enlarged in the urbanization process and this has nothing to do with the manufacturing industries. This kind of investment don't consume much money.

Contrary to Chinese, India believes in Villages supporting Cities. Villages should not be urbanized and any development should address environmental issues.

Yes I still say that word, I only said that India do not need that much infrastructure as china is building now.

The Urbanization in China is going to help India and other South East Asian countries.

Chinese labor migration is decreasing YoY from 2010 and if CCP goes with Urbanization, there will be huge labor shortage because of aging. As manufacturing activity is reducing and China is looking for domestic growth.

These guys will become a good market for Us and other countries who can take advantage of it.

Beautiful Indeed. This is the way forward , urbanization not only will help GDP but will create long term jobs , successful migration and less chaos. If China can achieve 60% rate as said the article it will be amazing. Just i guess China should also help rural guys to strengthen agriculture as heavy migration can strain agriculture. :tup:

Wish we will have some sane leader in India who will think in this way :mad:

Personally I think 60% is a reasonable goal. The current urbanization ratio of China is about 53-55%. (someone please check to get an exact number) The rapid development of rail transportation network in the past few years will also increase the rate of urbanization in middle and western part of the nation.

Service industries overall do not generate the same amount of money as manufacturing. I've worked in both sectors and employees from manufacutring get pay way more than service industry sectors.

It is not salivating but the truth, we are not the ones who used their own people as cannon fodder with out human rights to earn few cents through exports.

Worry about the credit crunch, property prices fall, companies defaulting, falling Yuan and rising wages in China.

India will take care of itself and will do well. Slow and Steady wins the race!!
