^ you probably overlook the series of exams that the professor has already gone thru before he takes up an academic position buddy. The publications / inventions are criteria for promotions. I cannot find any professor who can ascend to his/her position without going thru the path of successful exams. And mind you publications are a form of examinations themselves because the papers have to go through review panel before they are published. So are successful filing of patents. Of course the later kind of recognitions are not conducted in the same confines of questions and answers, invigilators and all that jazz.
By one measure, I think it is fair to say that "China is the world's cleverest country."
No other populous country in the history of the world has grown as fast (e.g. 10% economic growth for 30 years) and industrialized as quickly as China (e.g. you try sending a spaceman into orbit in 2003 while a developing country or building a 3.3-megaton thermonuclear bomb in 1967 with stone-age technology).
Hence, we can only conclude Chinese are among the world's cleverest people.
Developing a manned space program 50 years after other developed counties with the added advantage of not having to be bothered with being answerable to its masses, is clever for you. How clever being still a 3rd world dump while being the second highest GDP.

Of course it matters if you use a wheel 50 years later than developed counties. While never having to be answerable to its people. India is 3rd world country too, but it ain't the 2 nd highest GDP .
