So we need help the world to develop theirs infrastructure and comsume our ability. If those country doesn't have money, we will invest to them. It's a win-win game, not zero-sum game. I think you misunderstood my point. China can & will invest anywhere they wan't. I also accept the fact that China is a rising world power. No 2 ways about it. They must do what they have to.

Moreover you didn't lease the land in Tajikistan. Chinese farmers are tilling it now. The Tajik govt had to give it away in lieu of the loans. Somewhat similar to what was proposed by the Lankan govt in case of that airport.
