The reason I want to emphasize the word is to make it strongly reminding of you Vietnamese people that we still your bigger brother. You cannot stupidly falling into the wrong path again and again. The lesson should be learn now since your country is poor by international standard, below world GNI average. You need us to develop because of our market size and expertise in building infrastructure and we have the mean and money to do so. It means nothing to use isolate incident to measure our country progress. Nobody does that. We use international standard to measure our people progression such as GNI, HDI, poverty reduction, and GDP growth. The money is used to create new jobs and industries, to build education and learning center to help our youth kids, to prepare for urbanization. The money will come when they get to work in the industries the government invest in.
