Well, PLAN admiral in the past is very famously quoting some stupid idea in war, where they were quoted saying China can use 10,000 fishing boat to swamp a carrier or Chinese Navy can build 50 Aircraft Carrier to fight the America. And so on...

The things is, like any street fight, if a person talk to much, those usually mean all sound but no action, certainly in these case, you can talk about sinking 2 aircraft carriers like taking candy from children. But when it's time to act, usually these people won't appear. Like how America invade Iraq and Afghanistan, do you think the US really talk about it before any action? Well, we just do.

Yes, the Chinese will only talk but not act. It sounds like the great General MacArthur’s speech in the Korean War:
1) We will end the war and bring our sodiers back before Christmas of this year,
2) The best time for Chinese army to participate in the war has passed,
3) We have bombed the border areas of northeastern China, and the Chinese army are now afraid to participate in the war.
4) What can an army of Chinese farmers do?

China won't attack Amerika. This is a threat that if attacked they will sink 2 carriers. Concerning how to defeat the attack from Amerika.

The navy was led by army generals instead of true seamen, and all these generals did was changed their uniforms but not their minds. In other words, naval war and combat doctrines consists of nothing more than guerrilla warfare on the water. This pathetic state continues from the founding of Maoist China until the early 90s when the ignoble and spectacular collapse of the USSR forced China to reassess the PLA.

So what does modern day PLA Navy (PLAN) have for inspiration? Admiral Zheng He of nearly 600 yrs ago. From the 1400s to now, China made no contribution to the arts of crafts of naval warfare. Nothing from hardware to software. In the meantime, the US was borned. The US Navy rose from being a rag-tag coastal fleet to a global naval power. The US Navy literally fought large and small wars, notably WW I and II. The US Navy consistently led the world in innovation and combat experience. War and combat doctrines were developed by CAREER seamen from enlisted to officer ranks.

And Lou thinks we are afraid of China just because the PLAN have some shiny new toys and scary words?

Well, many western countries also thought the warning from China was silly during the Korea war. MacArthur knew how silly it was.

Under the conditions of modern warfare, the quantity itself doesn't matter. The quantity combined with quality matters.
We still have a very very long way to go.
