No english version， these type blue books are put out every year in Chinese, after translated into English its outdate, there is a natural barrier for outer to know Chinese and China---language， anything one read in English about China is "chosen" or "Re-processing" by editors from initial Chinese versions.

My last statement is not about "Blue books", but all outer read things in english about China,
such as eat dog, as I read this in English is not all right, sounds like every Chinese eat dog meat every day and every dog in China is ready to be eaten.
1. Cultural differences， dog is good in west thinking but bad in east thinking(as eating cow is wrong for some Indians, Snake is bad for EU ), in East Asia(China, Korea, Japan), dog is a bad word and animal, any proverb about dog is to describe bad man or thing, if you say one is a dog that means a curse while "big dog" means “guard” in English；China's main meat is chicken, pig, fish, beef，lamb（Dog meat can be a type food, Especially in Korea dog is famous food while in China 狗肉上不了桌子 dog meat never can be in a dinner， and dog meat comes from feed farms, not home dog ）.
2. Fact, General Chinese don't eat dog meat, especially their own dog, or eat 1 or 2 times in 10 years, you hardly to find a dog meat restaurant.

MEDICARE (ASIA'S BEST IN TOP TEN BY HEALTH CARE)

India: The India health care system is popular because of the high-quality care given in world-class facilities by expert doctors using the latest technology at remarkably low costs. That about covers everything I think! Well almost. It should be said that cardiology is a specialty in India, and other complex procedures too, like ones in the areas of neurology and oncology. For example, the Artemis Health Institute, which is possibly India’s best hospital, has a partnership agreement with the finest cancer center in the world, New York City-based Memorial Sloan-Kettering.

South Korea: The South Korean Health Ministry has set a goal of up to 300,000 medical tourists by 2015, which is lofty when you consider they attracted roughly 30,000 as recently as 2008. Nevertheless, lots of Westerners are heading there for things like cancer treatment, organ transplantation, joint/rheumatism care, and Korean traditional medicine. Of course, if you know anything about K-pop (Korean Pop), you’d know that the most popular treatments for medical tourists are cosmetic procedures such as eyelid surgery, nose jobs, facelifts, and skin lightening. Oh, and the Kimchi’s great too.

Malaysia: In 2012, Malaysia was expecting nearly 600,000 medical tourists. Part of its appeal is due its citizens’ high English-language proficiency, which includes many healthcare professionals from doctors to nurses to technicians to the doorman at one of their modern hospitals. Plus, they’re developing a campaign to announce “Malaysia is my second home” which focuses on building planned communities – which include healthcare facilities – for retired people from the US.

Singapore: What else can we say about Singapore that we haven’t already said in this space before? How about that the World Health Organization ranks their healthcare system as 6th best in the world; that nearly 1 million medical tourists were drawn there in 2012 by short wait times, expert doctors, and a dozen JCI accredited hospitals; and that over one-third of Singaporeans speak English? Well I actually told you all these things already, but you get the picture.

Taiwan: Taiwan is known for liver transplants, joint replacement surgery, bone marrow transplants, and reconstructive and plastic surgery and has made a concerted effort to gain a large share of the Canadian market where long wait-times for certain treatments is a common problem and flights heading North over the Arctic make it a fairly convenient option.
