At the Lao Cai border gate in northern Vietnam bordering China, 111 new Chinese passports containing the illegal 9-dash line have been stamped as invalid – cancelled by Vietnamese authorities as of yesterday.

The information was provided to Tuoi Tre Newspaper by Lieutenant Colonel Tran Viet Huynh, head of the checkpoint at the said border gate in Lao Cai Province.

On November 23, out of nearly 200 Chinese tourists going through procedures to enter Vietnam through Lao Cai, four such passports were stamped as invalid. Vietnamese authorities however, issued them visas on their separate travel permit cards.

This means although the new passports themselves are invalid, their holders are still granted entry with other documents.

Meanwhile, the checkpoint No 7 at Mong Cai border gate in Quang Ninh province only issued separate (loose-leaf) visas to Chinese nationals holding the new controversial passports.

“Mong Cai border guards only issued separate visas to Chinese nationals entering Vietnam with e-passports containing the cow’s tongue line [9-dotted line]. When issuing separate visas, competent authorities will not have to stamp on such passports, through which we assert the non-recognition of Chinese cow’s tongue line under any forms”, a representative of the checkpoint told Tuoi Tre.

For now, they have not complained but “in the long term, the Chinese will feel inconvenient with the separate visas and will ask their authorities to change”.

Earlier, Juris Doctor Le Minh Phieu of Vietnam’s East Sea Research Fund said that the 9-dash line violates international law, especially the United Nations Convention on Law of the Sea – UNCLOS.

Dr. Phieu said if Vietnamese agencies stamp on those passports and allow Chinese nationals holding such passports to enter, China then could claim this as Vietnam’s implicit recognition of its illegitimate territorial demands.

So, Vietnam should cooperate with other ASEAN countries to find an effective means of protest. ASEAN countries, especially those falling victim to China’s expansionist policy, need to deny entry to Chinese citizens who hold such passports, he added.

According to Le Vinh Truong, also of the Fund, China is “waging psychological warfare”. They tried to brainwash their citizens with wrong ideas, wrong facts, repeating them again and again in an effort to turn them into the “truth”, he added.

To cope, Truong advised Vietnamese authorities to stamp on such passports the words “Vietnam does not recognize the U-shaped line” in both English and Vietnamese.

On an official note, Vietnamese foreign spokesman Luong Thanh Nghi affirmed in Hanoi on November 22 that the act violated Vietnam’s sovereignty over Hoang Sa and Truong Sa archipelagoes as well as its sovereignty, sovereign rights and jurisdiction over related waters in the East Sea.

Representatives from the Vietnamese Foreign Ministry have met with representatives of the Chinese Embassy in Hanoi to hand a diplomatic note requesting China to annul the contents printed in the passport.

The vietcongs could issues stapled visas, Vietnam will still remain a poor nation as now China will stop investing in this country. Like Philippines, it would remain one of the poorest SOuth East Asian countries. It is not debt ridden US and EU which will invest in Vietnam. Vietnam will attract FDI only from sexual trourism, US and EU men in search of young Vietnamese and Philippinos street boys and girls.

China's investment in Vietnam is very little, it never ranked in the top ten of the largest investors in Vietnam. Even it is very small if compare to the investment from a smaller neighboring country, Taiwan.

Yes talk about politcal statement but bottom line it's all about bread and butter (see attached video), at least normal Chineses and Vietnameses are more pragmatic than self deluded and self comforted Indians.

These people should be banned. They are the ones who have contributed for poor quality goods, copied goods go into Vietnam. Maybe this is the way for they avoid the control of authorities after recently, series of trucks with poor-quality goods imported from China that were arrested by Vietnamese authorities

Hanoi seizes 30 tons of goods smuggled from China
Updated : Sat, October 20, 2012

A joint team of anti-smuggling police and market management officers in Hanoi caught 10 trucks carrying nearly 30 tons of goods smuggled from China yesterday.

The trucks, with a 2.5 ton load each, were stopped for examination in the area of Phuc Tan Market, Nguyen Tu Gian Street, Hoan Kiem District at 6:30 am Friday. All of the trucks’ drivers failed to show any documents to prove the origin of the goods.

Packed in more than 300 packages, the goods including air-conditioners, fabrics, electronics, and garments worth tens of billions of dong were made in China and were transported from the Vietnam-China border areas into Vietnam for retail sale, the police said.

The drivers said they were hired to transport the goods and did not know their owners. If the goods had not been seized, they would have been delivered to various shops in Hanoi, the drivers added.

The police were very surprised to find that five of the 10 trucks used the same number plate 29M-1922. This is a new trick of smugglers to avoid detection, said Lieutenant Colonel Thanh Kien Trung, head of the anti-smuggling police team in the capital.

Initial investigations showed that the trafficking was directed by a large-scale ring that specializes in smuggling goods from China into Hanoi.

The police are expanding investigation to crack down on the ring and identify the owners of the goods.

There is a different between Ownership and Disputed Ownership...

The problem is, when there is a dispute, the land belong to no one.

I think this depends on the reasons of claimants, should consider the reasons are lawful or unreasonable??
For example, a certain country claims Beijing, then the world will see Beijing is a disputed area and it belongs to no one!!??

Chinese did make a mistake and now ASEAN is facing collaspe.

I do not think so.

Now, ASEAN is also the host of the forum for many big players outside the region. Along with EU, India, Japan, SK, China, Australia,.. in 2010 with the role of the chair of ASEAN, Vietnam has invited two other important players to join, Russia and USA.
They will help prevent dark forces who want to make ASEAN collapse. :coffee:

Chinese are bullies, Japan needs to spank them again.

China has emerged as a new rude imperialist. I think it´s time for Vietnam to reposition and seek alliances to stop the bully: with Russia, Japan, America and other supporters in ASEAN. China obviously sees our reservation as weekness.

Even AFTER 50 decades your country hasn't been able to retrieve it. :P

Better think of something quick, rather than crying over spilled milk!

Of course, a claim needed to be legitimate otherwise everyone can claim just about everything.

Also i doubted that the US are interested in ASEAN and balancing the power, Russia on the other hand might.

This just come to my mind,

If the map on the Chinese new passport reflects the sovereignty assertion of the Chinese territory by chinese government, this will create a double-edged swords to the chinese as the map didn;t draw similiar dashed line on the east China sea neighboring Japan and Korea.

This in turn could be used by Japan to assert its claim that China indeed does recognize that Senkaku (Diayu) islands with the surrounding sea doesn't belong to China, but to Japan. The same could also be used to assert that China doen't claim any ZEE or maritime sovereignty over east China.

I believe the US is interested in, if not exactly ASEAN, than a similar partnership to ASEAN.

Conceivably it would involve most if not all of the South Asian states along with Australia,Japan, Korea, and probably India...maybe New Zealand?

Or it might be something smaller, but the existence of the TPP does indicate there is interest for a Pacific partnership of some sorts imo.
