BEIJING (Reuters) - China is willing to strengthen co-operation and promote solidarity with Pakistan but has urged it to guarantee the safety of Chinese organisations and personnel working there, China's foreign ministry said, quoting President Xi Jinping.

China is a major ally and investor in Pakistan but both separatist and Islamist militants have attacked Chinese projects over recent years, killing Chinese personnel.

Xi on Thursday evening met Pakistan's caretaker prime minister, Anwar ul Haq Kakar, who is in Beijing this week for a forum on China's Belt and Road Initiative (BRI).

Xi said both countries should pursue an "upgraded version" of a China-Pakistan Economic Corridor, enhancing cooperation in industrial parks, agriculture and mining, new energy, as well as early implementation of major connectivity projects.

At the same time, he called for security for Chinese interests.

"We hope the Pakistani side will guarantee the safety of Chinese institutions and personnel in Pakistan," the ministry cited Xi as telling Kakar.

Kakar said on Wednesday Pakistan had completed more than 50 projects worth $25 billion under the CPEC, a flagship project under China's BRI with more than $65 billion pledged for road, rail and other infrastructure developments.

Xi said China was open to buttressing cooperation within the U.N. and Shanghai Cooperation Organisation framework and safeguard the interests of developing countries.China also welcomed more high-quality agricultural imports from Pakistan, the ministry said in a statement late on Thursday.

Separatist insurgents in Pakistan's resource-rich Balochistan province say China has ignored warnings not to enter deals with the Pakistani government. China has also warned of the danger or Islamist militants in Pakistan.

It’s really the economic elite that don’t want to give up elite capture; most (not all) of their monopolistic control over the economy as well as their access to carve out and foreign benefits for short term personal gain at the expense long term national interests.

If this segment of the population, we’re even taxed appropriately and not allowed to monopolize so rampantly, the country could correct itself within a decade.

Ironically, if they don’t allow this kind of change their monopolies will be taken over by more competitive Indian industries once cross border trade is resumed. So it’s really is short sightedness that is dooming the country how and will doom the national elite in about a decade, when there won’t be anything worthwhile for China to invest in.

If the economic elite INVESTED into the country in a fair basis, their wealth would grow ten fold easily in a generation, as it has in any country that has industrialized such as the U.S. from 1870 to 1900 or China from 1980 to 2010. Not only that, but they would be treated with more respect when traveling abroad. Look at how Chinese were treated 45 years ago and by the time of the 2008 Olympics. Look at how Indians were treated 30 years ago and today.

Yeas, China engaged economic reform after Deng came to power and set up new political direction and policies for the country. But, don't carry too far with political reform alone, one bad example was Soviet Union Gorbachev, they engaged political reform before economic reform and couldn't bring any real benefits to the people, so people were fed up with their system and overthrew Soviet Union.

Yeas, China engaged economic reform after Deng came to power and set up new political direction and policies for the country.

But Deng consolidated power, build upon Mao’s opening up with the west and then pursued economic policies in 1978, after careful study of the other nations of the region.

The political reforms came before the economic reforms.

If Pakistan could increase taxes and spend some of it on development and employment in the most restive areas, it could satisfy Chinese (and Pakistani) need for security in CPEC areas and move forward with the projects. Spending especially in areas bordering Afghanistan could help ease the relationship with Afghanistan and help speed up the building of the Trans-Afghan Railway, which high could open up many economic opportunities.
