lies, well not lies, but it's not true. Here's why, American fleets with a base is the number one force there. Chinese fleet with a base is maybe third or worse.
A US base projects power, a Chinese base divides power.
2050 is the date for full modernization, and I believe we will start making noise sometime 2030, but it's too soon now, who are we intimidating with a base in Namibia? Italy? UK?
We can already access ports everywhere for resupply anyways, why waste money and time on a base that will do nothing for us.

Don't worry what US thinks, worry about what is good for China. You guys aren't trying to impress Japan, US, or others. The fact is -- China needs these bases. The fact of the matter is that you guys are stepping in to contribute to global stability. We cannot expect to depend solely on US Navy , EU Naval Command to patrol sensitive areas. Japan, China have to contribute here.
If France, UK can have naval bases , why not us? If they can project power to sensitive areas in the world to contribute to stability -- why not us?

I wonder if having naval bases in Africa is such a good idea. Yeah we do need sea lane security in the wake of piracy threats. Last year some (Somalian?) pirates boarded a Chinese vessel, luckily the Iranian Navy came to the rescue. Right now it's perhaps too early to think about this stuff.
Bro, don't think like that man. We have to think beyond Pacific Ocean. Whether we like it or not, you guys have over a $50 Billion worth in investments in Africa, not to mention the bilateral trade between China and Africa has already exceeded $200 Billion per annum. That's immense. Do you really want to rely on the US Navy, the EU Naval Command to patrol seas in areas where you have so much economic activity and investments in? No way. You can't think like that. China is an Ascendant Power and She must protect her investments , militarily. The same way as how Japan will mobilize and defend our investments there in that region.
Whether we like it or not, both our nations have to rise to the challenge. Asia is rising. Asia has already arisen...
The thing about rankings, power projection isn't about that, I don't put China above UK and France in terms of naval ranking, here's why. China is clearly more powerful than those two, but due to the mission, France and UK are maintaining and maybe expanding their interests against third rate powers. Not only is America not a intervening power to them, she can actually help expand their interests.
Chinese conversation begin and ends with America.
Here's my stance. Japan and US are allies, and I value that strategic alliance. At the same time, I'm Japanese and a Nationalist , I want the best for my country. What's best for Japan is not to sit back isolated and restricted as it has done for over 70 years. The fact is this --- We trade with GCC and that trade exceeds $190 Billion Per Annum, our trade with Africa and investments there is quite large. And it has only been recently that Japan has started to mobilize to protect our interests there -- and rightly so. Why should Japan -- with an economy of $5 Trillion (an economy that is around the same size of Germany + France + UK combined) be subject to reliance on EU Naval patrol and the US 5th & 6th Fleet? We have a navy larger than UK , France, German combined. lol. Makes any sense? Point is this , buddy, as in history, Japan has always wanted to cooperate in the same league with the West, and if you study into early 20th century naval appropriation and limitation treaties --- you'll see that the West (yup) has always tried to limit Japan. Prevented our rise. Prevented our potential. We've learned alot after the war (yea, we did a lot of crap in China) and we have to apply that lesson with the goals and interests of today. I see China as a partner here due to our inter lapping interests in Asia, as well as our inter lapping interests in Africa and Middle East.That's why i'm empathetic to China's situation because --- we've been there and experienced that from the West.
I also want to make another point, in regards to your post. Sure UK and US are expanding their interests by developing bases there , naval and land. But here's the caveat --- Are we less worthy ? Why can't we expand our interests ? Japan , the nation and the people, just like China, have to get out of our myopic lense and expand outside of Asia-Pacific.
I end this with this statement: The 2nd and 3rd Largest Economies in this world should not take a back seat position and role. We should be taking the primary role.

Where does the equilibrium lie ?
There is a difference between China & Japan's expansion. China will be looked at as a challanger to the western-led global order, while Japan will be look at as a contributor. But nevertheless, I look forward to both China & Japan expanding overseas, & hopefully we can co-operate instead banging heads again. The way I look at it, if we relinquish the path that fortune & fate lay before us, others will take our place. Fortune favors the bold as they say.
