No, you don't need to be a nuclear scientist, but you DO need to learn to read up on what actually happened at Chernobyl before making such statements. It's evident that you haven't done your research otherwise you wouldn't have posted a cliched one-liner like that.

I thought the gf provision allows existing projects to run their course, not the addition of new ones.
