China military stresses Party control in face of 'liberal' enemies

BEIJING (Reuters) - China's military said on Sunday it must be governed by the ruling Communist Party and not succumb to "liberal" voices who wish to challenge the party's control.


President Xi Jinping has repeatedly reminded the military to be loyal to the party, as he also steps up efforts to modernize forces that are projecting power across the disputed waters of the East and South China Seas, though it has not fought a war in decades.

In a front-page editorial, the official People's Liberation Army Daily said that "enemy forces" were trying to infiltrate the ranks to push for the "de-politicisation" of the military and remove the party's leadership role.

With a changing society, younger officers are now entering the forces who lack a proper understanding of the party's role and its discipline requirements, the newspaper added.

"When political discipline is firm, then the ruling Party prospers; when political discipline is weak, the ruling Party falls... Liberalism has always been the great enemy of strictly maintaining political discipline," said the paper, citing a 1937 warning by the founder of modern China, Mao Zedong.

"Still today, political liberalism floats up from the dregs from time to time," the paper added.

The "fundamental reason the military constantly moves from victory to victory is the strict maintenance of political discipline and preserving the Party's leadership", it added.

China's military, the world's largest, has made similar warnings in the past, including in April when it ordered its forces to be on guard against "liberalism" in order to avoid and purge internal corruption.

China's forces have been shaken by Xi's war against deep-seated corruption, which has toppled some of the military's most senior officers.

China stepped up a crackdown on corruption in the military in the late 1990s, banning the People's Liberation Army from engaging in business. But the military has been involved in commercial dealings in recent years due to a lack of checks and balances, military analysts have said.

Anti-graft advocates say corruption in the military is so pervasive that it could undermine China's ability to wage war.

They are one section of Chinese people. But does that mean that a certain section of Chinese, can rule all Chinese?

Civil war is already over, just do away with party control of PLA.

Those who don't agree with CCP.

Those who want greater civil rights, freedom of speech, civil society.

PLA is command by CCP to serve the Chinese people.

And how do you define "Serve the People"?

Let's say a hypothetical scenario, where 70% people want no censorship on the Internet. Will CCP serve the Chinese people and withdraw all censorship from the Internet? (Barring ones that are harmful to security, like sites that may store data overseas)

And no, Modi is NOT the commander in chief of the Indian Army, the President Pranab Mukherjee is. But yes, the final control will be with Modi.

But the difference here is that if Indian Public is not happy with Modi, they will just replace him in the next elections. And the order of Army will pass.

Also, even Modi can't order anything without repurcussions. There is a Media that will report on any infractions of military. There is freedom of speech and civil rights that allow people like Arundhati Roy (a person who essentially calls for the break up of India) to exist.

And there is a totally independent Judiciary that will not let anyone exceed beyond Constitutional constraints.

I am not saying that public opinion don't matter at all. But still the CCP is obsessed with staying in power.

I don't even understand their obsession. The only examples of people staying in power, and not being dethroned and then burned down, in history has been that of rulers giving power up.

Just look at British Queen. She is still the head of Britain, because the royal family gave up power when it so desired.

What I'm saying is that there will come a time when the wise thing for CCP will be to give up power.

Also, it is not a good thing for any institution if there is a ban on rational analysis. There must be freedom to speak and talk and discuss, like the way we are doing. Military must not remove people who want to depoliticize the military, because they have very valid points.

Remember Lee Kuan Yew, "Either you make fundamental changes, and change power by consensus, or there will be a revolution with violence."
