U.S. officials expressed disappointment in the Hong Kong government's decision to defy its extradition request of National Security Agency leaker Edward Snowden and allow him to travel, reportedly, to Russia.

Asked to respond to Hong Kong's passive-aggressive statement confirming Snowden's departure, a Justice Department official said that the U.S. was "disappointed" and that it "disagrees" with the Hong Kong government's "troubling" decision on the matter.

"At no point, in all of our discussions through Friday, did the authorities in Hong Kong raise any issues regarding the sufficiency of the U.S.'s provisional arrest request," the official said. "In light of this, we find their decision to be particularly troubling."

Hong Kong's decision came as an overt shock to the United States. On Saturday, National Security Adviser Tom Donilon expressed confidence that a "historically good partner" in Hong Kong would honor the U.S.'s requests.

A Justice Department official told Business Insider that, beginning on June 10, authorities "have been in continual contact with their Hong Kong counterparts."

But it appears that U.S. officials were caught completely off-guard on the news. According to a report in The Guardian, Snowden was well on his way in-flight to Russia when Hong Kong confirmed news of his departure from the country.

In its statement, the Hong Kong government said that the U.S. had botched the legal paperwork and that it requested additional information related to Snowden's extradition. Since there was not "sufficient information to process the request, there was no legal basis to restrict Mr. Snowden from leaving Hong Kong," the statement read.

But a Justice Department official said that the department's request for extradition complied with "all requirements."

The New York Times reported that the Chinese government had a hand in determining Snowden would be allowed to leave Hong Kong, despite Hong Kong's assurances that it acted independently.

The paper also reported, citing two "Western intelligence experts who worked for major government spy agencies," that the Chinese government had obtained some contents from Snowden's computers he traveled with.

From the report:

Two Western intelligence experts, who worked for major government spy agencies, said they believed that the Chinese government had managed to drain the contents of the four laptops that Mr. Snowden said he brought to Hong Kong, and that he said were with him during his stay at a Hong Kong hotel.

If that were the case, they said, China would no longer need or want to have Mr. Snowden remain in Hong Kong.

Justice Department spokeswoman Nanda Chitre said in a statement: "As we stated [Saturday], the United States had contacted authorities in Hong Kong to seek the extradition of Mr. Snowden, based on the criminal complaint filed in the Eastern District of Virginia, and in accordance with the U.S.-Hong Kong Agreement for the Surrender of Fugitive Offenders.

"We have been informed by the Hong Kong authorities Mr. Snowden has departed Hong Kong for a third country. We will continue to discuss this matter with Hong Kong and pursue relevant law enforcement cooperation with other countries where Mr. Snowden may be attempting to travel."

The United Stasi of Amurika is STILL the sole super power, noone come close to touch it. BUT the US is not that quick mentally (as in intelligent). HK had to make some excuses. BUT the intend was clear.

The reason why Berlin does not publicly disagree with DC is that your Germany and my US shares the same security interests after Sept 11, 2001. You do know what that date mean, no? And you do know that Germany was a staging ground for the attack on US, no?

The security interests we share are not the same as that of Russia or China. For them, security threats are always first internal from its own citizenry, as in political opposition, and much more broadly defined so as to give the government wide latitude to exercise its power. For Germany and the US, especially after 9/11, the threats are narrowly defined to be external, with some internal assistance by disgruntled residents. Note I said 'residents' and not 'citizens'. Can the institutions and methods created by these security interests be misused from their original intents? Absolutely. But that criticism can be applied to any governmental institution prior to 9/11 and independent of the same. Further, because these methods are narrowly defined to start, and am willing to assume so for Germany, specific legal and oversight mechanisms can be installed to protect civil liberties without unnecessarily hamstringing security overall.

I would not think U.S. is China's enemy even though there any many entangling issues un-resolved between the two countries. Historically, U.S. did more deeds to China than evil things. Even for our past 30 years success, I would think a lot of them is due to the help of U.S. as well.
