Moon belong to no one but noone prevent us eventually to establish the moon base and exploite the resource there, Americans are very welcome to compete with us otherwise we shall monopolize and annexe it .

Again, gathering resource is fine, but annexing, not ok. China signed the Space Treaty, which agreed that the Moon and space and asteroids are common heritage of mankind and do not belong to any individual, organization or country. People may do things to them but they are held responsibility for any damage and destruction done to the subject.
