You're operating under the assumption that the Indian govt. has been impeccable at predicting the moves of its neighbouring states, which is not true at all. Time and time again, India has miscalculated and fumbled in regional politics and allowed China to strengthen its influence. They rejected Sri Lanka's offer of participating in the Hambantota port project which is now owned by the Chinese. They blockaded Nepal because they wanted to support divisive ethnic politics in the country and now have to deal with a leftist government which despises India.
No, there's no 3D chess going on here. India just doesn't have any leverage or money so it can't do anything about Sino-Pak relations.
