I think China, before reopening...

They should vaccinate all citizens with the latest and most potent vaccine.

So when China is reopening, the citizens are strong enough.

It will reduce the number of sick people when reopening.

They've asked moderna, but stuck on Moderna not agreeing to sharing it's mRNA technology, won't also prpduce in China due to poor quality control.

As of now what I know foreign citizens incuding canadian Chinese and and American chinese have access to mRNA vaccines.

I always suspected that it's not Xi rejecting reopening, it's the health professionals don't allow him.

Aren’t Chinese doctors paid to make sure their patients don’t GET sick? They are paid to treat patient, but they are also paid by people to keep an eye on their health.

If so, perhaps they think they will not be able to maintain people’s health and therefore will be blamed if people catch COVID and die from the virus. To achieve herd immunity, people will all have to simultaneously get immunized one way or another and take their chances against the virus when lockdowns end.
