China angered as US Navy approves frigate sale to Taiwan

China expressed anger on Friday after the US State Department said it had authorised the sale of two surplus US Navy frigates to Taiwan for $190 million, subject to congressional approval, amid rising tension in the South China Sea.

China considers self-ruled Taiwan a wayward province, to be brought under its control by force if necessary. Defeated Nationalist forces fled to Taiwan in 1949 after the Chinese civil war.

US arms sales to democratic Taiwan always attract strong opposition from Beijing, though they have not ended up causing lasting damage to ties between China and the United States or between China and Taiwan.

Chinese Foreign Ministry spokesman Hong Lei said China had lodged a protest with the United States.

“The Chinese side has launched representations with the US State Department demanding the US side give a full account,” Hong told a daily news briefing.

“The US has said that right now it has no plans to sell weapons to Taiwan and has not issued any statements. China’s position on US arms sales to Taiwan is consistent, clear, and firm,” he added.

Taiwan’s Defense Ministry said the sale was part of a deal reached last year.

The Taiwan Relations Act commits the United States to ensuring Taipei can maintain a credible defense.

“The proposed sale of this equipment and support will not alter the basic military balance in the region,” the State Department said in a statement.

The plan comes amid rising concern over China’s deployment of missiles and fighters on a number of artificial islands in the South China Sea. It also announced a rise of 7 percent to 8 percent in 2016 defense spending from the previous year.

In a rare public comment, Taiwan’s Defense Ministry warned on Wednesday that countries in the region were spending more on bolstering their military strength as tension in the South China Sea increased.

In February, it said missile batteries had been set up on Woody Island in the Paracels chain, which has been under Chinese control for decades but is also claimed by Taiwan and Vietnam.

China is highly suspicious of Taiwan president-elect Tsai Ing-wen and her pro-independence Democratic Progressive Party (DPP), which won elections in January by a landslide. Tsai assumes office in May.

Last week, President Xi Jinping said China would never allow the historical tragedy of Taiwan being “split” off from the rest of the country to happen again, warning the island against any moves towards formal independence.

Japan ruled Taiwan as a colony for about five decades until the end of World War Two. China’s last dynasty, the Qing, had ceded Taiwan to Japan in 1895 after losing the first Sino-Japanese war.

Washington, Dec. 16, 2015 - The State Department has made a determination approving a possible Foreign Military Sale to the Taipei Economic and Cultural Representative Office in the United States for the sale, refurbishment, and upgrade of two (2) Oliver Hazard Perry Class Frigates (FFG-7) being provided as Excess Defense Articles (EDA) for an estimated cost of $190 million. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale today.

The Taipei Economic and Cultural Representative Office in the United States has requested a possible sale of:

Major Defense Equipment (MDE):

Two (2) Oliver Hazard Perry Class Frigates (FFG-7) being provided as Excess Defense Articles (EDA). Each vessel will be equipped with the MK-92 Mod 6 Fire Control System, the SQQ- 89V(9) Anti-Submarine Warfare System, the MK-75 76mm Gun System, Phalanx 20mm CloseIn-Weapon System (CIWS) (Block 18), MK-13 Guided Missile Launching System (GMLS), AN/SLQ-32 Electronic Warfare System, SPS-49 Radar, SQR-19 Towed Array Sonar, SQS-56 Sonar, spare and repair parts, publications and technical documentation, personnel training and training equipment, provisioning, system integration, U.S. Government and contractor logistics, engineering, and technical support services, and other related elements of logistics and program support. The estimated cost is $190 million.

This sale is consistent with United States law and policy as expressed in Public Law 96-8.

Which frigate is this, and how capable is it against Chinese counterparts?

Oliver Hazard Perry Class frigate (or Cheng Kung aka Success Class in Chinese) are the main line frigate used by the Republic of China navy, the 2 ship to be transfer to ROC Navy is USS Carr (FFG-52) and USS Taylor (FFG-50) Both ship was commissioned in mid-1980s and was decommissioned in mid 2010s

The ROC Navy currently operate 8 FFG that based on the OHP class, with US equipment and local weapon. The OHP transferred to ROC Navy will be strip of weaponry and refurbished into ROCN standard before transfer, which included H930 MCS on top of the Mk 92 FCS for control of homemade HF-2 and HF-3 Anti-Ship missile. The ROCN OHP would also be voided of Harpoon and ASW capability the original OHP have as those article were not available for ROCN. Otherwise would be of the same specification as with all OHP.

After the 2 OHP Frigate transfer, the ROCN would operate 10 Cheng Kung Class frigate.

OHP or OHP derivative are currently under service in Australia, Turkey, Egypt, Taiwan, Pakistan, Poland, Spain, Bahrain and possibly Thailand. Of those both the Australian OHP (Adelaide Class) and Turkish G Class have Mk 41 VLS on board.

US not only gets the protection fees, but also guarantee that those ships are completely useless to China after unification. That's why China should end all subsidies to Taiwan. Business is Business. China subsidizes Taiwan, Taiwan pays protection fees to United States. Time to stop this vicious cycle.

China really should end export-reliant economy. As soon as Chinese economy is consumer related without heavy dependence on the West, China can start the Taiwan unification war. As soon as Taiwan is unified, US stay in SCS and ECS will be useless.
