There is a school of thought which is subscribes to your PoV, I on the other hand think we will move cautiously. There is much happening behind the scenes but as you said we get glimpses of the action either through design or via chance. It would be best interest for India to prolong this dance because either way we are not going to like the end-game. This news is less about Indian NSG membership and more about China's quest for MTCR membership.

The fact is, India is on it's way to get MTCR membership much earlier than China which would open opportunities for India to cooperate with US, Israel, France & Russia on Missile & Space technologies.

China is using India's entry into NSG as a bargaining chip for allowing it's entry into MTCR.

Russia and China are negotiating actively terms of an agreement on the missile technology control regime, and may approach signing it in summer 2016 already, head of Roskosmos Igor Komarov said on Sunday during celebration of China’s first National Day of Space Flight.

"Within several months we are drafting an agreement on technology control," he said. "We hope (to sign it - TASS) in summer. Now the document is next to ready."

"In fact, it is very important for our development, for having agreements in many spheres," he continued. "Missile technologies are a rather sensitive sphere, which has quite strict regulations."

"China now is not a member of the MTCR (the Missile Technology Control Regime), and thus for development of cooperation, for supplies of engines and for cooperation in carriers, in production of space apparatuses - signing of this agreement is extremely important."

"It will open options for cooperation in certain projects, which sometimes refer to key space technologies."

The Missile Technology Control Regime (MTCR) is an informal and voluntary partnership between 34 countries to prevent the proliferation of missile and unmanned aerial vehicle technology capable of carrying a 500 kg payload for at least 300 km.

But india refuse to be in the league of pakistan, india will want its case be scrutinised on individual basis.

1) India already has a waiver and doing business in spite of lack of NSG membership

2) China can prevent Indian membership and prevent/delay the rise of India while at the same time project this as a favor done to Pakistan (even though the act is purely in self interest of China)

3) Pakistan could relax that it's primary rival's rise is being delayed.

4) US is happy that this incident would add to the list of issues between China and India. thereby leading to the permanent rift and schism.

USA would be relishing this predicament of their foe.

If China is successful in blocking India's NSG membership then China takes the blame and risks India paying back in kind by blocking China's membership into MTCR as India is much ahead of China with regards to MTCR membership.

If China supports India's NSG membership, US (not China) gets the credit for pushing India's membership.

Plus they won't stop India's member, because of many reasons e.g. we are a great future market for Chinese goods, we can be a great partner in their ambition of OBOR,etc
