Firstly, that was meant for Pakistan but now that you mention it - No, the Americans did not apologize for the Hainan incident. The official American position is -

Even a dirt poor indian is free to become a millioanare if he choses to work hard enough.That is why poverty is rapidly declining and middle class increasing.Economic condition is different from individual freedom and liberty as long as right to work hard and earn money is not restricted.Dont start cooking up new definitions of freedom and liberty for justifying your existence in a nation where citizens are not even allowed to question govt ordered forced sterlizations.
