One BIG problem, Vatican City is a Theocratic Monarchy and India is a Democracy so what you said is laughable. Apples and fishes, that's how far off you are, the statement only works with similar governments.

Because it's a secular democratic, India can't make laws for or against any individual religions so they have to allow any person of any religion to spread their religion in India. It doesn't matter if the person comes from a theocratic monarch or from any other type of government. However, the Vatican City can make all the laws it wants to protect the state religion and to prevent any other religion from spreading, because it's a theocratic monarch not secular.

But I do not believe the Indian state owes anyone any explanation for why a Visa has been refused.

It is our sovereign right, and we reserve the right not to be accountable to anyone else on the same.

A lot of what happens, does so behind closed doors. Not everything can or should be in the public domain, especially on certain matters of international relations or national interest.
