Then you aren't secular.

Socialist and Secularism was a word introduced by Then PM Indira Gandhi in 1974 emergency (Martial law) when the whole opposition was in jail and she was on way to be declared as Dictator of India with USSR support,
She made changes in Constitution in the 44 th Ammendment to please USSR and included The words "Socialst and Secularism" at the behest of USSR and she lost the elections afterwards.
Here is the original preamble of Indian,Constitution,tell me do you see the words "Socialist,Secularism" anywhere?

Our constitution gives all kinds of rights, but one religion trying to misuse that freedom to incite hatred and created trouble within our country won't be tolerated.

After reading through these posts I don't think that is why their visa was denied. You want a secular government but want the government to intervene on religious matters? You can't have it both ways either you want to be secular or not.

Indian govt secular?
Through the Hindu Religious and Charitable Endowment Act (HRCE Act) of 1951, state governments have appointed officers to the boards of Hindu temples in the name of better administration and they also administer most of the big Hindu festivals and day to activities , while mosques and churches are completely autonomous.
It is obvious that the current laws in the country are discriminatory and against Hindu religious institutions, and it is important that government should accord Hindu institutions the same status as Muslim and Christian institutions. The existence of the Hindu majority of India is being threatened in their own homeland or cristian and muslims properties should bring under govts control.
Nowhere in the free, democratic world are the religious institutions managed, maligned, and controlled by the government, thus denying the religious freedom of the people of the country. But it is happening to Hindus in India. Government officials have taken control of Hindu Temples because they smell money in them, they recognize the indifference of Hindus, they are aware of the unlimited patience and tolerance of Hindus, they also know that it is not in the blood of Hindus to go to the streets to demonstrate, destroy property, threaten, loot, harm, and kill. They also do not vote as a block in the elections like the Christians and Muslims. The government has usurped the freedom of Hindus to manage their temples, denied their human rights, and engaged in continued discrimination of Hindus.

Billions of dollars are pouring into India every year for conversion purposes to both Christian and Islamic groups. Even Mahatma Gandhi who fought all of his life for social justice and religious tolerance called religious conversions by missionaries the deadliest poison that ever sapped the fountain of truth.
