Case for a Dams Works Organisation

ISLAMABAD: If you go to the webpage of the US Army Corps of Engineers Mississippi Valley Division, it states: “Civil Works mission is varied and wide-ranging. Its multi-purpose projects provide benefits for navigation, flood risk management, hydropower production, fish and wildlife, environmental stewardship, recreation, irrigation and municipal water supply.” Basically, the Mississippi River is being managed by the US Army Corps of Engineers, instead of a civil government-run organisation.

To streamline the process of feasibility study, planning, designing, financing and building of small dams, irrigation and hydropower projects, an organisation similar in structure to what the US Army Corps of Engineers does in America should be set up in Pakistan. It could be called the Dams Works Organisation (DWO). The staff could consist of the army corps of engineer officers, experienced dam builders from Wapda and relevant provincial authorities. Because of a rapid increase in population, water shortage will become even worse in the coming days when Pakistan will have the third largest population in the world. If a start is made today in addressing our water problems, maybe our future generations will not face the difficulties we are facing today. In today’s Pakistan, due to a lack of good governance, leadership, accountability and funding, as well as excessive red tape, most government organisations are unable to perform at their optimum level. It is, therefore, advisable that a military-led organisation, such as the DWO, is set up with a target to build enough small dams to enable us to have 100 days of water storage, instead of just 30 days, which is the case at present. The achievement of this target could be set for 2025.

The MVD was created back when Inland Water transportation was essential to American's Economic prosperity, it still is though.

The Mississippi River System as of today, 60% of U.S grain shipments, 22% of oil and gas shipments, and 20% of , coal. This comes out to close to $200 Billion Mississippi Blues: When The River Doesn't Run : NPR

The reason the MVD was created was because of it's national interests in dredging the River, growth of the cities down-stream, pressure to control the flooding, and potential to generate electricity. Now the Corps of Engineers is the Principle manager of America's Water Resources.

While the original corps was founded to carry out construction of military locations, it expanded anything concerning a military value. Civil construction projects were added in 1800s in an effort to control the pricing for constructing civil infrastructure.

It became apparent that while capitalism is good, it can't be counted on to save lives. Sometimes a Nation has to take the initiative not a private corporation.

No one in corps of engineers will be willing to do it. Trust me

That's just sad then.

Politics in Pakistan is soo screwed....One can only wish to demolish everything and start over....There seems no cure ...it is drilled to the core....

From students to old people

From regional BS - no one seems to give a shit about Pakistan as a whole everyone cares about their individual province...Its sickening to the core!

From political parties BS- Everyone will bad mouth another party WITHOUT having a look at the ones they call their bosses!

Saint BS- every other idiot or their party wants to be a peer or whatnot and could be a blackmailer, killer, extortionist, land mafia and anything BUT the opposition is ALWAYS wrong....

Hey that's not our problem . And it is the people who are responsible for the current political crisis. The army can not sustain everything. The people have to build up the civilian bureaucracy even if it means civil war. The country has become unfortunately so dependant on the military that a Totalitarianism is growing to be a suitable option.

THAT is the problem the people are soo dependent on military that they cant produce a proper civilian govt that benefits Pakistan as a whole not in pieces....

And it is the people who are responsible for the current political crisis.
Only people who understand the word responsibility will be able to be responsible....Most of the ministers are those who inherit everything and have basically never needed to work for OTHER PEOPLE as a PUBLIC servant...They dont understand the concept!

Or they can simply make constitution which discribe Pakistan a security state. And COAS/president will run the country. Remove this political drama from the scratch.

Honestly speaking I would have military rule any day over these corrupt people who are juicing every drop in Pakistan though sadly some military (esp retired and ex) are also involved in some bad stuff :(
