Why are you so pessimistic?
The entire issue of Nawaz Sharif has been handled per the laws and processes of the country. He applied for bail and was granted it by the courts. He wants to travel abroad for treatment which requires his removal from the ECL and the the process has been followed in terms of review of his request by the Interior Ministry, NAB and now, with respect to the final decision, the Cabinet.
The cabinet has, so far, put in place very reasonable conditions that Nawaz guarantee his return as well as pledge his assets as collateral in case of turning absconder.
That said, I agree that the concept of post-conviction bail is wrong and that ALL prisoners should only be treated in Pakistan, but to address this issue we will need new legislation to plug the loopholes, and I don't see that happening with the PTI's extremely small majority in the National Assembly and minority in the Senate.
